Businesses complain about problems with booking employees: what’s going on

Recently, the European Business Association (EBA) has received many requests from companies that cannot extend their employees’ bookings due to the inability to confirm their criticality status. This was reported by "Komersant Ukrainian" with reference to the EBA.
The association emphasises that this problem is becoming systemic, as the decision is being delayed by the relevant authorities. As a result, the government has made an unofficial decision to suspend the booking process until 15 November, which complicates the work of companies.
Predictability of human resources policy is very important for businesses and investors, and striking a balance between business needs and defence capability is a challenge. Employees of the Armed Forces of Ukraine work in 86% of companies, and in half of them the share of mobilised employees is up to 10%. In 46% of the companies with mobilised employees or volunteers, there are specialists who are critical to the company’s operations.
Therefore, businesses need to improve the conditions for booking employees, as this will allow companies to predict work and avoid the risk of interrupting production processes. The EBA hopes for the government’s support and remains open to dialogue on improving the booking mechanism.
What is known about “economic booking”
As explained by Danylo Hetmantsev, Chairman of the Finance Committee, economic booking will work on the principle of “Work or fight”.
“This will happen in the near future… One of the criteria will be a “white” salary, and another criterion will be the relevant industry, the list of which will be expanded,” Hetmantsev told ASATrons.
Meanwhile, the representative of the political majority in the Verkhovna Rada, Fedir Venislavsky, said last week that there are not enough votes for economic reservation in the Rada.
“Today I do not see that there are enough votes in the parliament to support such an economic reservation. Because this is another watershed between those who have good jobs, who have money, and those who do not,” Venislavsky said.
He noted that such a form of booking is still being discussed, but “the issue is very debatable.”
