Which regions are without power
According to the Ministry of Energy, power outages caused by Russian shelling have been recorded in five regions:
- Odesa Oblast;
- Sumy Oblast;
- Kharkiv Oblast;
- Chernihiv Oblast;
- Kherson Oblast.
The agency did not disclose the total number of customers or communities left without power.
The extent of the outages varies as repairs are carried out, renewed shelling occurs, and consumers are reconnected via backup circuits.
The situation is most critical in the Odesa region
The most damage on September 2 was recorded in the Odesa region. Russian troops carried out a massive attack on the region’s energy infrastructure, leaving a large number of consumers without power.
Utility workers began emergency restoration work as soon as the security situation allowed.
Specialists:
- are inspecting damaged facilities;
- clearing debris;
- assessing whether equipment can be repaired;
- reconnecting customers;
- set up temporary power supply schemes;
- replace damaged network components.
The Ministry of Energy has not specified a timeline for the full restoration of power.

On the night of September 2, Russian troops launched a combined strike on Odesa and the region. The enemy used missiles and drones in the attack.

Why Are the Sumy, Kharkiv, Chernihiv, and Kherson Regions Without Power?
In the Sumy, Kharkiv, Chernihiv, and Kherson regions, power outages are also linked to military operations and Russian shelling.
Border and frontline areas in these regions are regularly subjected to strikes, which can damage:
- overhead power lines;
- transformers;
- substations;
- distribution points;
- poles;
- cable networks;
- equipment belonging to local distribution system operators.
Repair work near the combat zone often has to be postponed due to repeated shelling, the danger of landmines, or the need to obtain permission from the military.
Ukrainians are asked to conserve electricity
The Ministry of Energy has urged consumers to use electricity sparingly during peak hours—in the morning and evening.
During these times, it is advisable not to turn on several high-power appliances at the same time, including:
- a water heater;
- washing machine;
- electric oven;
- dishwasher;
- air conditioner;
- electric heater;
- a charging station or an electric vehicle.
Reducing peak load helps maintain stable system operation, especially after damage to part of the power infrastructure.
