The Defense Procurement Agency Has a New Head: Who Is It?

The Supervisory Board of the Defense Procurement Agency (DPA) of the Ministry of Defense of Ukraine has appointed Artem Romanyukov as interim head for the duration of the competitive selection process. This was announced in a post by the Defense Procurement Agency on Facebook, as reported by "Komersant Ukrainian".
Artem Romanyukov previously served as the DPA’s director of development. The DPA’s Supervisory Board plans to complete the competitive selection process for the agency’s head by the end of 2026.
Artem Romanyukov has many years of experience working at Prozorro. He also participated in the launch of the digital services “Reserve” and “Army,” as well as the electronic report and military registration document.

Among the new head’s key tasks are continuing the transition of defense procurement to competitive procedures, further digitizing processes, and strengthening anti-corruption mechanisms.
The Ministry of Defense notes that ensuring the uninterrupted supply of the Defense Forces remains a priority. Key areas of focus include increasing procurement transparency, the effective use of budget funds, and reducing corruption risks.
The day before, on August 31, Arsen Zhumadilov stepped down from his position as director of the Defense Procurement Agency by mutual agreement.
