Starting 22 February, Kyiv will temporarily suspend charging for parking in municipal car parks. According to the Kyiv Digital app, this is due to the ongoing lawsuit, reports ![]()
“Inspectors will not impose fines for non-payment of parking fees, but fines for traffic violations are still in effect. If fraudsters demand payment from you in municipal car parks, call the police,”
– the app says.

The day before, Oleksiy Khmelnytsky, head of the Kyiv office of the Antimonopoly Committee of Ukraine, said that the Sixth Administrative Court of Appeal in Kyiv had cancelled the KCSA’s order approving paid parking tariffs in the city. The tariffs were UAH 35/hour in the first zone, UAH 25/hour in the second zone and UAH 5/hour in the third zone of the city.
In October 2023, the Antimonopoly Committee of Ukraine (AMCU) recognised these tariffs as excessive and called Kyivtransparkservice, which charges for parking on municipal sites, a monopolist. The military administration allegedly approved these tariffs illegally. The AMCU also recognised these violations as repeated and imposed fines on Kyivtransparkservis totalling UAH 6.6 million.
Parking in Kyiv was already free from the beginning of the full-scale invasion until July 2023.
