The government is launching a shelter program for kindergartens: communities will receive UAH 1 billion

The Cabinet of Ministers of Ukraine has allocated UAH 1 billion in subsidies to local budgets for the construction of shelters in preschool education institutions. This was announced by Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian".

What the government decided

According to the head of government, this is the first targeted funding for kindergartens in 2026. The funds will be used to build at least 20 shelters in different regions of the country.

The Cabinet of Ministers emphasizes that the program should ensure safe conditions for in-person or blended learning for preschool-age children in conditions of constant threat of shelling.

How communities can receive funds

Communities that have ready-made projects posted on the DREAM platform will be able to apply for state funding. Applications will be accepted from January 20 until 6 p.m. on January 26.

The government is expected to complete the distribution of funds among communities by the end of February.

Who is eligible for the subsidy

State support will be available to:

  • preschool education institutions with at least 100 pupils;
  • special kindergartens;
  • the only kindergartens in the community where the educational process takes place in person or in a mixed format;
  • premises where two or more kindergartens operate simultaneously.

Why the decision to finance shelters was made

The decision to finance shelters was made against the backdrop of Russia’s systematic attacks on civilian infrastructure and educational institutions. Regions are already reporting on the expansion of the network of protective structures: in particular, eight shelters have been built and 32 have been repaired in educational institutions in the Chernihiv region recently.

At the same time, the government announced salary increases for educators: 30% starting in January 2026 and another 20% starting in September. According to the Cabinet of Ministers, this should be part of a broader policy to support the education system during wartime.
