From hospitals to shelters: what will be funded under the Ukraine Recovery Program III

The Ministry of Community and Territorial Development has approved 23 infrastructure projects for funding under the Ukraine Recovery Program III. These projects are located in the Sumy, Kharkiv, and Chernihiv regions, according to "Komersant Ukrainian".
The decision was made following three meetings of the expert working group responsible for preparing and implementing joint projects between Ukraine and the European Investment Bank (EIB).
Where the projects will be implemented
The approved initiatives cover three regions that have suffered significant damage as a result of hostilities or sustained shelling.
- Sumy region — 8 projects
- Kharkiv region — 9 projects
- Chernihiv region — 6 projects
Overall, the focus is on restoring medical, educational, water, and protective infrastructure.
Sumy Region: healthcare, shelters, and water supply
In Sumy Oblast, funding has been approved for eight projects, including:
- reconstruction and repair of medical facilities in the Konotop and Okhtyrka communities;
- construction of shelters in the Duboviaziv and Sumy communities;
- reconstruction and repair of sewerage and wastewater treatment networks in the Hlukhiv and Sumy communities;
- construction of two water supply lines in the Trostyanets community.
Kharkiv Region: From Hospitals to Kindergartens
The largest number of projects— nine —were approved for the Kharkiv region. They include:
- emergency repair and restoration work, as well as major renovations of medical facilities in the Derhachi, Balakliya, and Kharkiv communities;
- overhaul of educational institutions in the Pechenizh and Berestyn communities;
- reconstruction of the water supply system in the Balakliya and Slobozhanska communities;
- restoration of a water control structure in the Pechenizka community;
- construction of a shelter at the kindergarten in the Bilyayivska community.
Chernihiv Region: Shelters and Drainage
In Chernihiv Oblast, six projects were approved, including:
- construction of a water pipeline in the Horodnya community;
- construction of shelters in preschool and medical facilities in the Berezny and Ichnia communities;
- construction of shelters in the Bobrovytsia and Oster communities;
- modernization of the drainage system in the Nizhyn community.
Who is funding the projects and with what funds
The projects are being implemented under the Ukraine Recovery Program III (Tranche B), which is being jointly implemented by the Government of Ukraine and the European Investment Bank.
The total amount of the financial agreement is €100 million. The funds are directed toward restoring critical infrastructure and improving community safety.
The Ukraine Recovery Program III is part of systematic cooperation with international financial institutions. At the same time, the government is simultaneously launching experimental mechanisms to support communities, including the creation of a municipal (social) rental housing fund.
Recently, 25 local communities from various regions of Ukraine submitted applications to participate in this project.
Once the projects are approved, the communities will be able to proceed with signing contracts, conducting procurements, and starting work. Project implementation will take place in phases under the supervision of the government and the EIB.
