100% of employees of frontline enterprises will be able to receive a reservation from mobilization

The Cabinet of Ministers has approved amendments to the Procedure for Reservation of Persons Liable for Military Service upon Submission of the Ministry of Economy. Reservation of up to 100% of persons liable for military service is provided for employees of critical enterprises that actually operate in the territories of possible hostilities or active hostilities. This was reported by "Komersant Ukrainian" with reference to the press service of the Ministry of Economy, Environment and Agriculture of Ukraine.

What has changed

Now, up to 100% of those liable for military service can be booked at critical enterprises that actually operate in the territories of possible or active hostilities where the date of their completion has not been set. The list of such territories is determined by the Ministry of Development.

The reservation limit will be changed through the Diia portal by a government agency that has recognized the company as critical, based on a request from the regional military administrations at the place of its operation.

The government emphasizes that the new mechanism will help save jobs and ensure the continuous fulfillment of defense and life support tasks in the regions.

“This decision allows us to support businesses operating in the most difficult conditions and at the same time meet the needs of defense. We are creating a mechanism that flexibly responds to challenges and allows businesses to continue their operations even during active hostilities,” said Vitaliy Kindrativ, Deputy Minister of Economy, Environment and Agriculture.

How to make a reservation

The booking procedure remains unchanged:

the company must be included in the list of critical enterprises upon submission by the authorized body;
applications and notifications are submitted exclusively in electronic form through the Diia portal;
the company is responsible for creating and submitting the lists for booking independently.

How to book employees

The booking algorithm has remained unchanged – it takes only a few minutes to submit an application through the Diia portal. The service works online, transparently, quickly and without queues, which is especially important in wartime.

The service is a joint effort of the Ministry of Economy, the Ministry of Digital Transformation and the Ministry of Defense of Ukraine. The update of the mechanism was made possible thanks to the support of international partners: the service was modernized as part of the “Diia Support Project” implemented by the United Nations Development Program (UNDP) with financial support from the Government of Sweden.

What is a reservation?

Reservation is a temporary exemption of employees from mobilization to ensure the smooth operation of enterprises that are critical to the functioning of the state, army, economy and infrastructure.

Companies, institutions and organizations that are

are critical to the economy (have the appropriate status);
meet the needs of the Armed Forces, the security and defense sector;
protect critical infrastructure facilities (fuel and energy, communications, etc.);
are public authorities or local governments.

How to apply through Diia

1. Log in. Log in to the diia.gov.ua portal using a QES (qualified electronic signature).

2. Fill in the form. Go to the Employee booking service. You will need to:

Specify the name of the company, EDRPOU.
Select the reason for booking (critical enterprise status, army needs, etc.).
Fill in the data for each employee: Full name, TIN, RNOKPP (if necessary), military rank (if any), position, justification why this person is subject to reservation.

3. Sign and submit. Once completed, sign the CEP form and click “Submit”.

The application will then be reviewed by the Ministry of Economy. If the application meets the criteria, a reservation order is generated, and the information is entered into the Register of booked persons, which is automatically synchronized with the TCC (military registration and enlistment offices). Only then does the employee receive a reservation certificate, which is an official confirmation of temporary exemption from mobilization.
