164 auctions and hundreds of contract extensions: how the government profits from leasing assets

According to the results of the first quarter of 2026, the state budget received nearly 246 million hryvnias from the lease of state property.
This was reported by the State Property Fund of Ukraine, according to "Komersant Ukrainian".
This amounts to 30.7% of the annual revenue target.
How many auctions were held
During January–March 2026:
- 164 successful lease auctions took place;
- the total proceeds from the auctions amounted to UAH 2.42 million;
- the average price increase during bidding was 1.7 times.
This figure indicates that competition at auctions increases the starting lease price.
Renewal of lease agreements
In addition to new auctions, the government also extended existing agreements.
Specifically:
- 195 lease agreements were extended;
- the total value of these agreements is 1.83 million UAH.
Why the figures may differ
The State Property Fund of Ukraine explains that auction results and actual budget revenues may not match.
The reason is that:
- rent is received after all procedures are completed;
- revenue may include payments for previous periods.
The lease of state property is one of the sources of budget revenue, alongside the privatization of state assets.
The conduct of electronic auctions should ensure:
- transparency in the leasing of property;
- increased competition among tenants;
- increased state revenue from the use of assets.
