1C banned again: government updates blacklist of software due to national security risks

On January 9, the State Special Communications Service published an open list of software and network equipment prohibited for use. The document contains an extensive list of 1C system products that are officially recognized as posing unacceptable risks to national security, according to "Komersant Ukrainian".
Who is affected by the ban
The list is a centralized and official source for:
- state authorities and local governments;
- military formations;
- state-owned enterprises;
- critical infrastructure operators.
The use of software from the list is prohibited for these entities.
The state’s position
The State Special Communications Service emphasizes that the list will be updated and supplemented, and that rejecting dangerous solutions is an element of the country’s cyber resilience during a full-scale war. This refers to software that may contain hidden vulnerabilities or be a tool for espionage and sabotage.
Explanation from the legislator
People’s Deputy Oleksandr Fedienko clarified that state institutions and local self-government bodies are strictly prohibited from using software products from the list. According to him, all actions are carried out within the framework of Law No. 4336 — on the protection of information and cyber protection of state information resources and critical infrastructure objects.
The list is compiled and maintained by the State Special Communications Administration in accordance with Cabinet of Ministers Resolution No. 1335 of October 22, 2025. The list itself has practical significance: it determines which technological solutions cannot be used due to security threats.
This is not the first time that 1C has been subject to restrictions in Ukraine.
The update to the list indicates a strengthening of state policy in the field of cyber security and a desire to minimize dependence on solutions associated with risks in wartime conditions.
