2 million of debts for traffic violations: who and where most often fails to pay fines

The number of debts for traffic violations is growing in Ukraine. As of the end of October 2025, more than 2 million unpaid fines were recorded in the Unified Register of Debtors. This is reported by the analytical platform Opendatabot, "Komersant Ukrainian" reports
This is 6% more than at the end of 2024, and 43% more than before the full-scale Russian invasion.
Half of the cases are completed, but debts remain
According to analysts, about 1.5 million proceedings in the Register have already been formally completed.
However, the debts remain hanging on the offenders, as it is virtually impossible to collect them.
This means that a huge portion of unpaid fines continues to accumulate in the system for years.
Who violates most often
men account for 92% of unpaid fines, or about 1.8 million cases.
Women violate and fail to pay fines in 8% of cases.
Most violators are among people aged
- 25 to 45 years old – 64% or more than 1.28 million debts;
- under 25 – 13% (about 252 thousand fines);
- over 45 years old – 23% (approximately 469 thousand debts).

Where are the most debtors
The regional leader in the number of unpaid fines was Dnipropetrovska oblast – 211.5 thousand cases (11%).
It is followed by:
- Kyiv – 193.7 thousand (10%),
- Odesa region – 146.9 thousand (7%),
- Kharkiv region – 125.9 thousand (6%),
- Kyiv region – 106.3 thousand (5%).
The lowest number of violations was recorded in:
- Luhansk region – 13.2 thousand (0.7%),
- Ternopil region – 1.4%,
- Kherson – 1.8%,
- Cherkasy – 2.3%,
- Chernivtsi – 2.4%.

The Register of Debtors also contains real “record holders”:
- a 27-year-old resident of Vinnytsia region – 1056 fines;
- a 43-year-old driver from the same region – 932 unpaid fines;
- 42-year-old from Dnipropetrovs’k region – 797 fines;
- 35-year-old from Rivne region – 636 fines;
- 28-year-old from Sumy region – 555 fines.
The number of unpaid traffic fines in Ukraine continues to grow steadily. Experts emphasize that the situation indicates not only a decline in payment discipline, but also the ineffectiveness of debt collection mechanisms. At the same time, electronic services, such as Opendatabot, allow every driver to check their fines online and avoid being included in the Register of Debtors in time.
