$25 thousand for access to premises: KCSA official caught on bribe

An official of the Kyiv City State Administration and the director of the municipal capital market were detained in Kyiv while receiving an undue benefit of $25,000. This was reported by the Kyiv City Prosecutor’s Office, "Komersant Ukrainian" reports

It was established that in 2023, the entrepreneur leased municipal property to set up a catering facility at this market.

Later, it turned out that the main entrance to the catering establishment was located in the arch of the market building, and belonged to the property leased by the Department of Tourism and Promotion of the Kyiv City State Administration. The department uses the arch for campaigning and advertising. These constructions made it impossible to access the future food establishment. To “resolve” the issue of access to the establishment, the official offered the entrepreneur to hold a meeting and “buy” the right to unimpeded access to his premises.

To implement the illegal scheme, she also involved the market director, who was supposed to perform intermediary functions and use his official position to facilitate the transfer of property.

“Both were detained while receiving the money. A notice of suspicion of committing a criminal offense under Part 4 of Article 368 of the Criminal Code of Ukraine is being prepared,” law enforcement officials said.

But, according to RBC-Ukraine‘s sources, it is the head of the Tourism and Promotions Department of the Kyiv City State Administration, Maryna Radova, and the director of the Bessarabian Market, Mykola Kovalchuk.

It should be noted that until mid-July of this year, the KCSA Tourism and Promotions Department was headed by Maryna Radova. On July 16, Kyiv Mayor Vitali Klitschko dismissed Radova at her own request, as stated “due to the need to care for her child”, by Order No. 568.
