3 billion hryvnia for roads: who will repair Ukraine’s key highways and how

The government has allocated an additional UAH 3 billion from the state budget reserve fund for the repair of national highways. The funds are to be used to restore key logistics routes used to transport military equipment, humanitarian aid, and cargo for the country’s economy. What share of these funds can state road enterprises receive? Why is JSC “DAC “Automobile Roads of Ukraine” talking about a possible increase in its role in repairs? And which roads are currently being repaired most actively? "Komersant Ukrainian" took a closer look.

What they say at JSC “DAC “Automobile Roads of Ukraine”

The state road company JSC “DAC “Automobile Roads of Ukraine” expects that part of these funds will go to work performed by the group’s enterprises.

In response to a request from the publication "Komersant Ukrainian" , the company explained that traditionally, their share in road maintenance work is about a quarter of the total volume.

“The share of work performed by JSC “DAC “Automobile Roads of Ukraine” and its subordinate regional road administrations on the operational maintenance of roads of national importance averages 25%,” the company said.

That is why the state-owned company expects to receive a corresponding share of the additional funds allocated by the government.

“Accordingly, we expect to receive an additional UAH 3 billion (from the state budget reserve fund) from the Cabinet of Ministers for the repair of state roads within the specified percentage,” said JSC “DAC “Automobile Roads of Ukraine.”

At the same time, the company assumes that the actual share may turn out to be even higher. This is explained by the fact that recently, the state structure has been gradually restoring its production capabilities and increasing the volume of work.

In particular, during winter road maintenance, state-owned enterprises have already shown a greater share of participation in the work.

“During winter road maintenance, at peak periods, the share of the group of enterprises of JSC “DAC “Automobile Roads of Ukraine” accounted for more than 40% of the road repair crews involved in the work, and in terms of equipment, about 37% of the total,” the company explained.

What opportunities does the company have today?

In addition, the state road holding company emphasizes that there is now a gradual resumption of work by enterprises and an increase in production capacity.

“The company as a whole and its subordinate regional road administrations are systematically continuing to revive their activities and increase the volume of work performed,” they said in response to a request.

That is why the company does not rule out that its share in the performance of repair work may exceed the traditional 25%.

In addition, the state-owned company’s strategic plans for this year provide for a significant expansion of its activities.

“The company’s strategic plan for the current year provides for a 60% increase in the performance of operational maintenance of state and local roads compared to 2025,” the company said.

Thus, additional funds from the reserve fund may become one of the factors that will allow the state road sector to increase the volume of work and more actively restore transport infrastructure.

What does the Cabinet of Ministers say?

The Cabinet of Ministers of Ukraine has decided to allocate an additional UAH 3 billion from the state budget reserve fund for the repair of state roads. The government explains that these funds should help to quickly restore key transport routes, which play a critical role in logistics, evacuation, and supplying regions during the war.

The Cabinet of Ministers notes that the funding will primarily be directed to roads of international and national importance, i.e., the country’s main transport corridors.

“The funds are primarily directed towards roads of international and national importance — key logistics routes, highways with heavy traffic, as well as roads that play an important role in the evacuation and provision of frontline regions,” the government explains.

Tens of thousands of square meters of roads are repaired every day

Repair work is currently underway on state roads. Road services repair thousands of square meters of damaged pavement every day.

“Currently, road crews are repairing an average of 40,000 m² of damaged pavement every day,” the Cabinet of Ministers reports.

Significant resources have been allocated to the work: more than 1,100 workers, organized into 140 repair crews, are working on state roads. The work is being carried out in all regions of Ukraine.

The scope of work is planned to be increased several times

The government plans to gradually increase the pace of repairs in order to ensure safe traffic on key transport arteries as soon as possible.

“The intensity of the work is gradually increasing in order to ensure safe passage along key routes as soon as possible,” the Cabinet of Ministers notes.

In the future, the daily volume of repairs may more than double.

“The volume of repairs should reach 100-150 thousand m² per day,” government officials said.

After the operational repair of damage is completed, road services plan to move on to more extensive repairs.

“The next stage is to move on to large-scale repairs using ‘maps’, which will ensure a more durable road surface,” the government explains.

This approach allows not only individual potholes to be repaired, but also significant sections of the road at once, which increases the durability of the pavement.

Which roads need the most repairs

The largest amount of work is currently being carried out on key international routes that provide transit, export, and domestic logistics.

In particular, significant repairs are being carried out on the following roads:

  • M-05 Kyiv – Odesa — 10,521.4 m²;
  • M-06 Kyiv – Chop — 6,802 m²;
  • M-14 Odesa – Melitopol — 1,510 m²;
  • M-19 Domaneve – Kovel – Chernivtsi – Terebleche (to Bucharest) – 1,007 m²;
  • M-21 Vystupovychi – Zhytomyr – Mohyliv-Podilskyi — 4,833 m²;
  • M-28 Odessa – Yuzhne – /M-14/ — 3,700 m².

How much has already been repaired

According to the government, road builders have already repaired a significant portion of the damage since the beginning of the year.

“Since the beginning of the year, almost 220,000 m² of road damage has been repaired,” the Cabinet of Ministers reports.

The government emphasizes that road repairs during the war are of strategic importance, as they ensure the functioning of the economy, the logistics of humanitarian aid, and the rapid movement of transport between regions of the country.
