3339 amendments to the budget: MPs rewrite the country’s financial plan again

A total of 3339 amendments have been submitted to the draft state budget for 2026, said Nina Yuzhanina, chairwoman of the Verkhovna Rada Committee on Taxation and Customs Policy, "Komersant Ukrainian" reports.

“3339 amendments from MPs have been submitted to the government’s draft state budget for 2026 (this is 60 percent more amendments than were submitted to the draft budget for 2025),” Yuzhanina wrote.

She added that among them are her amendments with colleagues from the European Solidarity to increase spending for the Ministry of Defense by UAH 300 billion by reducing non-priority ministry expenditures, increasing revenues from the de-shadowing of the excise and gambling markets.

“However, given the increased need for this year for the security and defense sector by UAH 325 billion (which has not yet been taken into account in the draft for 2026), full funding of defense spending next year is clearly in jeopardy. And the practice of previous years shows that the authorities are unwilling to reduce funding for “pocket” and populist government programs,” Yuzhanina wrote.

According to her, if each author of the amendment uses his right to 1 minute in the hall to present and vote for the amendment, their consideration will take more than 80 hours.

Yuzhanina also said that today at 10 a.m. the Verkhovna Rada Committee on Budget began consideration of these amendments
