uAH 386 thousand for the head of NABU detectives and UAH 25 thousand for an investigator: what are the salaries of law enforcement officers in Ukraine?

The Ukrainian parliament recently passed the budget for the next year. Among other expenditures, it provides for increased funding for NABU, BES, SBI, and the Office of the Prosecutor General. At the same time, spending on the Ministry of Defense, the GUR, and the SBU has been significantly reduced. A significant portion of the money the state spends on law enforcement is spent on the payroll. According to open source information, police officers receive the lowest salaries, while the heads of the NABU and the BES receive the highest.
For example, according to official data, in the fall of this year, the management of the Bureau of Economic Security received an average of UAH 120 thousand to UAH 162 thousand in salaries. In particular:
- BES Director Oleksandr Tsyvinsky received UAH 126 thousand.
- His first deputy received UAH 162 thousand.
- His deputy received UAH 156 thousand.
The salaries of the rest of the Bureau’s management fluctuate at approximately the same level:
- Head of the Department of Organizational Support – UAH 151 thousand.
- Head of the Operational Support Department – UAH 146 thousand.
At the same time, the highest salary in the National Anti-Corruption Bureau was paid to the Head of the Second Main Special Detective Unit (D-2) – UAH 386 thousand. At the same time, the Director of the NABU, Semen Kryvonos, was paid UAH 273 thousand, and his deputies received between UAH 199 and 284 thousand. It should be noted that the Bureau does not specify whether these figures include personal income tax and military duty (19.5%), but adds that as of today, no bonuses or other incentive payments not provided for by the Law are accrued or paid at the NABU.
As for other heads of the National Anti-Corruption Bureau, their salaries remain at the level of UAH 130-150 thousand.
The SBI, on the other hand, refused to disclose information on accruals and payments of remuneration to rank-and-file and senior staff of the central office and territorial offices, arguing that it is confidential.
In addition, the State Bureau of Investigation believes that “providing the requested information about SBI employees may pose a direct threat to their lives and health due to the high probability of criminal offenses being committed against them in the event of a threat of temporary occupation.” It is also known that the Bureau’s specialists receive salaries with all allowances and bonuses.
In addition to the relatively newly created bureaus, the Ukrainian budget also finances the salaries of prosecutors. According to the Prosecutor General, the average salary of a prosecutor (in the summer of this year) was 35 thousand hryvnias per month.
As for the police, according to labor market data, as of October 2025, the average salary of an investigator in Ukraine is about UAH 20,000 per month
While the average salary of a military officer in Ukraine is UAH 31,000. At the same time, as noted in the Codes study, this is the salary of military personnel who do not participate in combat operations or special operations. Instead, soldiers who take part in hostilities should receive from UAH 100,000 with additional payments of up to UAH 100-200 thousand, depending on the conditions of service.
