4 billion for Ukrainian content: What the state will finance

The state budget of Ukraine for 2026 provides UAH 4 billion for the creation of Ukrainian films, cartoons and educational videos.

This was reported by the press service of the Verkhovna Rada of Ukraine with reference to Yevhenia Kravchuk, MP, Deputy Chairman of the Parliamentary Committee on Humanitarian and Information Policy, member of the Permanent Delegation to PACE, "Komersant Ukrainian" reports.


The funds will be allocated under the presidential program “1000 hours of Ukrainian content”.

Particular attention will be paid to content for children and teenagers, from animated series to short videos for social media.

What is the new focus?

According to Kravchuk, for the first time, the state will finance children’s content 100%, without requiring co-financing from producers.

“We are talking not only about cartoons, but also about videos for social networks. Teenagers have different consumption habits – they watch YouTube, short videos. We want to create products that will tell interesting stories about history, literature, and culture,” the MP explained.

She is talking about producing short educational videos for TikTok, YouTube, and Telegram, formats that, according to Kravchuk, can compete for audience attention with foreign content.

A challenge for the industry

The planned 4 billion hryvnias is the largest amount in recent years allocated to Ukrainian cultural product.
According to Kravchuk, this will be a challenge for filmmakers and creators, because the amount of work and the need for quality content is unprecedented.

“These are big challenges for the industry, because the funds are significant. We are talking about feature films, documentaries, cartoons, and YouTube videos,” she said.

The government plans to involve not only traditional film studios, but also independent productions and digital teams that are already working with new video formats.

The Committee’s proposal

The Parliamentary Committee on Humanitarian and Information Policy has also addressed the Ministry of Culture and Strategic Communications with a proposal to add translation of popular video games to the state program.
This, according to Kravchuk, could be the next step in expanding the Ukrainian cultural space – from cinema to interactive content.
