50 IDP families received compensation and purchased new housing

The first families of internally displaced persons (IDPs) have started receiving housing certificates under the eVodnovnennya program, which can be used to purchase new housing to replace the one lost as a result of Russia’s armed aggression. This was reported by the Ministry of Communities and Territories Development, "Komersant Ukrainian" informs.
According to the head of the ministry, Oleksiy Kuleba, “last week the first 4.3 billion hryvnias were transferred to the accounts of the Ministry for further payment of housing certificates, and according to the results of the week of compensation, the first 50 families sold the certificates and purchased new housing. According to the Minister, another 2.5 thousand have applied for the funds, and the technical part is now underway, after which people will be able to quickly purchase new apartments or houses.
“We are doing everything to ensure that Ukrainians can live comfortably and with dignity at home. That is why we will continue to expand opportunities for those who need it so that this vision becomes a reality,” said Oleksiy Kuleba.
As part of the first payment, 3467 housing certificates were provided for the purchase of housing.
Who is eligible for compensation
Oleksiy Kuleba reminded that the program is available to Ukrainians with IDP status who have lost their only real estate. The service is available for destroyed housing in the government-controlled territory or in the area of active hostilities.
An application for compensation can be submitted through the Diia portal or application or the ASC. Lists for compensation are generated automatically based on the data specified in the IDP certificate.
What about the funds for compensation
As a reminder, on February 5, Prime Minister Denys Shmyhal said that the government had allocated UAH 15 billion to compensate internally displaced persons for their homes damaged or destroyed as a result of Russia’s armed aggression. The funds will be provided under the eRestoration program. At the same time, Denys Shmyhal said that the first UAH 4.3 billion for further payment of housing certificates has already been transferred to the account of the Ministry of Development, which, together with the Ministry of Social Policy, has created a separate funding program aimed exclusively at helping IDPs.
Oleksiy Kuleba also said that in 2025, the state budget allocates UAH 1 billion for compensation for damaged housing and UAH 3 billion for destroyed housing under the eRestoration program.
The Minister reminded that over the past two years, the state has paid UAH 18 billion in compensation to Ukrainians for damaged and destroyed housing. As a result, more than 90 thousand Ukrainian families were able to repair, rebuild or buy new homes.
What else is being done to support IDPs
In the context of its new powers, the Ministry of Community and Territorial Development, on behalf of President of Ukraine Volodymyr Zelenskyy, is preparing a comprehensive program to support internally displaced persons. As Oleksiy Kuleba explained, this program will include a comprehensive package of services for people – housing, work and education, medical services, etc.
In parallel, work is underway to create a unified system of digital services for IDPs that will provide social support and facilitate integration into new communities.
Another initiative of the Ministry is a project to develop municipal housing for IDPs with the support of the European Investment Bank. At the first stage, 400 million euros will be allocated for the project.
