5G in Ukraine: first steps of testing and prospects for 2030

Ukraine is expanding pilot testing of fifth-generation communications. In the fall of 2025, 5G will appear not only in Lviv but also in Kharkiv and Borodyanka.
This was announced in an interview with Forbes Ukraine by Deputy Minister of Digital Transformation Stanislav Prybytko, "Komersant Ukrainian" reports.
According to him, although the full launch is possible only after the end of martial law, partial 5G coverage of the country may become a reality by 2030.
Testing details
- The first 5G pilot zones were launched in 2023 in selected locations.
- In the fall of 2025, three cities will join the experiment: Lviv, Kharkiv, and Borodyanka.
- Almost 22% of phones in Ukraine already support 5G networks.
“Critical infrastructure and educational institutions are among the first users of the new technology,” Prybytko said.
Who is Stanislav Prybytko?
- In July 2025, he was appointed Deputy Minister of Digital Transformation.
- Previously, he was responsible for the development of the mobile Internet in the Ministry of Digital Transformation.
- Now he is also in charge of the fixed Internet.
Long-term plans
The Ministry of Digital Transformation estimates that mass deployment of the fifth generation network in Ukraine is possible by 2030.
The key condition is the end of martial law, which is the key to the full launch and commercialization of the technology.
As a reminder, the first steps towards 5G implementation in Ukraine were announced back in 2020.
In May 2023, Minister of Digital Transformation Mykhailo Fedorov confirmed the start of testing.
Global trends are showing: The EU plans to cover all cities and highways with 5G by 2030, while the United States and South Korea deployed networks in 2019-2020.
For Ukraine, which is at war and at the same time developing its digital infrastructure, 5G is a symbol of “post-war recovery” and integration into the global technological space.
