700 thousand in gifts and a new car: what is known about the declaration of MP Maksym Khlapuk from the Voice party

This year, MP Maksym Khlapuk of the Voice faction gave an unknown person almost 700,000 hryvnias. This amount is more than his annual salary as an MP. This is evidenced by the data that Khlapuk published in his declaration, "Komersant Ukrainian" reports.
In 2023, as an MP, Khlapuk earned UAH 632,322 and in July 2024 he made a gift of UAH 668,687. It is not known who received this amount of money, but the donation transaction does not provide for the return of funds to Khlapuk.
In addition, in September of this year, the MP purchased a Mazda CX-5 for UAH 785,650 from Artem Dmytrovych Stadnikov. The purchase was made under a swap agreement. Such an agreement provides that each party undertakes to transfer ownership of one item to the other party in exchange for another item. It is not known what kind of goods Khlapuk exchanged the car for.
At the same time, according to the declaration, the MP did not own any cars in 2023.

However, the MP’s family owns more than one property: jointly with other persons, Khlapuk owns an apartment in Rivne, purchased in 2014, and an apartment in Kyiv, purchased in 2018. The latter belongs to Khlapuk’s wife, Maryna Naumenko, and other persons.
The MP’s wife also owns another apartment in Kyiv, purchased in 2017. Khlapuk and his daughter have “other rights of use” in it. Despite this, the MP himself has been renting an apartment in the capital since 2023. It is not known how much the rent of 37 square metres costs Khlapuk, nor whether he is entitled to compensation for housing.
As for the MP’s family income, he earns more than his wife. Khlapuk’s main income is his salary as an MP. In 2023, his wife received almost three times less – UAH 21,142 in salary from the Public Health Centre of the Ministry of Health of Ukraine and UAH 235,602 in fees from the same Public Health Centre of the Ministry of Health of Ukraine.
Khlapuk also has savings: UAH 2,133 in Privatbank, UAH 19,539 in Oschadbank, UAH 10 in Universal Bank, and USD 10,000 and EUR 9,000 in cash. In addition, over UAH 2 million was deposited by Khlapuk with Greenville Park Real Estate Agency LLC as a guarantee payment under a preliminary contract for the sale of an apartment. “Greenville Park is a residential complex in the centre of Kyiv. One building of the residential complex has already been completed and the second is still under construction. According to Lun’s website, a one-bedroom apartment in Greenville Park is currently available for sale at a price starting from UAH 3.73 million.
