95 million for overloading: how the WIM system is changing control on Ukrainian roads

In the first nine months of 2025, the state budget received more than UAH 95 million in fines for exceeding weight limits on the roads thanks to the automatic WIM (Weigh-in-Motion) system.
This was reported by theRecovery Agency, which is responsible for implementing the system together with Ukrtransbezpeka, "Komersant Ukrainian" reports.
“During this period, Ukrtransbezpeka employees issued 4,345 resolutions. Most of the violations were in Kyiv, Dnipro and Mykolaiv regions,” the report says.
In total, over the four years of operation of the auto-fixation system, the budget has already received more than UAH 591 million.
How the WIM system works
The Weigh-in-Motion system is a set of sensors, cameras, and software that detects violations without human intervention.
Sensors embedded in the road surface weigh the car in motion, whilecameras record dimensions, speed, and license plates. The relevant data is transmitted to the Ukrtransbezpeka Information Processing Center, where a fine resolution is automatically generated.
This control allows for round-the-clock monitoring of trucks exceeding the permissible weight without corruption or human error.
“Thanks to the system of monitoring the axle load and the total weight of vehicles, it is possible to prevent the destruction of roads and bridges,” the Rehabilitation Agency noted.
Why it is important
Overloaded trucks are one of the main reasons for the destruction of Ukrainian roads, especially after the military load and active use of the roads by military and humanitarian equipment.
Restoration of one kilometer of damaged pavement can cost from 10 to 20 million hryvnias.
According to the agency, WIM helps to preserve hundreds of kilometers of roads and reduce the need for repairs.
As a reminder, the WIM system was launched in Ukraine in 2021 as part of the state strategy for the preservation of road infrastructure.
- The first complexes were installed on key international highways – M-06 Kyiv-Chop, M-03 Kyiv-Kharkiv-Dovzhanskyi and M-05 Kyiv-Odesa.
- At the beginning of 2024, the WIM network already had more than 60 active control points.
- The plan is to expand it to 100 locations on the highways with the highest truck traffic.
At the same time, the government is working to increase the liability of carriers, in particular, for evading fines or attempting to interfere with the sensors.
War, recovery and control
After the outbreak of full-scale war, the logistics burden on the roads increased significantly:
- humanitarian cargo
- evacuation convoys,
- military equipment.
So the government has tightened control over overloading to prevent rapid wear and tear on the pavement, which is being massively repaired as part of the transportation corridor rehabilitation program.
“This is not only additional funds, but also an investment in road durability,” the agency emphasized.
In 2026, it is planned to increase the number of WIM points to at least 120, integrate the system with the Ministry of Internal Affairs’ speed cameras, and create a single traffic analytics platform that will allow real-time monitoring of road conditions.
In addition, the Reconstruction Agency is now identifying critical areas where anti-drone nets should be installed, primarily over bridges and infrastructure controlled by the WIM system.
