Airports are preparing: MinRegion answered when they can resume air traffic in Ukraine

Restoring transportation infrastructure remains one of the key challenges for Ukraine during the war. Roads and bridges are not only economic arteries but also strategic routes for defense and evacuation. At the same time, the resumption of air travel, which is a concern for millions of Ukrainians, depends on the security situation and international cooperation.
The Ministry of Communities and Territories Development and the State Agency for Infrastructure Restoration provided "Komersant Ukrainian" with official explanations on how roads are being repaired and what are the prospects for the return of passenger flights.
Roads and bridges: frontline regions are a priority
According to the Reconstruction Agency, in 2025, work is underway on 86 facilities of national importance:
- 40 road sections with a total length of 217.2 km;
- 46 artificial structures (bridges and crossings).
“This year, amid a funding shortage, construction, reconstruction and overhaul of public roads of national importance and artificial structures on them are being carried out at 86 sites.” – the Agency for Reconstruction
In addition, routine repairs and operational maintenance are being carried out on 135 national roads with a total length of more than 5,000 kilometers.
According to local military administrations, in 2025, it is planned to repair and build 1,422.7 km of public roads of local importance, as well as 28 bridge structures.
MinRegion emphasizes:
“The priority task under martial law is to carry out routine repairs and operational maintenance of the destroyed roads in the frontline areas used for the transportation of military and humanitarian goods as evacuation routes.” – MinRegion
In 2025 alone, more than UAH 5.1 billion will be allocated from the state budget reserve fund for road restoration.
Airports: recovery is possible only after security guarantees
Ukrainian airspace remains closed due to the war. The State Aviation Service is constantly monitoring threats, but the resumption of airport operations is possible only after the security situation stabilizes. The response of the Ministry of Regional Development reads:
“The issue of resuming the operational activities of Ukrainian airports will be considered after the implementation of measures that will ensure an acceptable level of civil aviation safety.”
It is also noted that airports maintain contacts with airlines:
“Airports maintain constant contact with airlines as strategic partners, in particular in terms of updating contracts and resolving related commercial issues in case of a decision to resume operations.” – MinRegion
Defense capability is a priority
The Recovery Agency summarizes:
“Public roads of national importance are the main transportation arteries of Ukraine, and have a significant impact not only on the overall state of the country’s economy, but also on its defense capability.” – Recovery Agency
Ukraine’s transportation infrastructure is being restored even in the most difficult conditions of war. Hundreds of kilometers of roads and dozens of bridges are already being repaired, with priority given to frontline areas and routes that are critical for defense and evacuation.
As for air travel, the prospect of its return depends on the security situation. The Ministry of Regional Development emphasizes that the resumption of flights will be possible only after the threat of missile attacks is eliminated and the necessary conditions for the safe operation of airports are ensured. Until then, Ukrainians can be sure that the state is preparing for the day when the skies over Ukraine will once again be peaceful and open.
