VK shares rose on news of Telegram being completely blocked in Russia: what is the price?

Shares in technology holding company VK (VKCO) accelerated their growth following media reports about the possibility of Telegram being completely blocked in Russia in April.
This was reported by "Komersant Ukrainian" with reference to Russian propaganda media.
On the Moscow Exchange, the company’s shares rose nearly 2% in four minutes, reaching 324 per share. Compared to Monday’s close, the increase was 1.36%.
As of 12:09 p.m. local time, VK shares were up 0.64% compared to the previous day’s close and were trading at ₽321.7.
Starting April 1, Roskomnadzor will begin a total block of the messenger, the Telegram channel Baza reported, citing sources. The measure will be applied throughout Russia: the program will not load via mobile networks or stationary Internet systems, the channel writes. There has been no official confirmation of this information.
At the same time, the Duma stated that Telegram will not be completely blocked, but restrictions will only be imposed on certain channels that spread fake news or prohibited information.
