The AMCU allowed French billionaire Xavier Niel to buy Datagroup-Volya

The Antimonopoly Committee of Ukraine (AMCU) has granted permission to French billionaire Xavier Niel’s DVL Telecom to acquire Datagroup Holding Limited, the Ukrainian national fixed-line and digital services provider, for the acquisition of Datagroup-Volia. In addition, the Committee approved concerted actions between NJJ UPAM, DVL Telecom, Lorimer II Ventures Limited and a Ukrainian citizen, which provide for refraining from competition for 5 years.
It should be noted that the French company DVL Telecom is part of the NJJ of French billionaire Xavier Niel.
In January 2024, it filed an application with the AMCU to acquire control over Datagroup Holding Limited. At the end of last year, another company of Niel’s, NJJ Capital, submitted a preliminary application for the acquisition of Datagroup, but the AMCU returned it for revision.

“Datagroup-Vola is one of the leaders in the Ukrainian telecoms market. In 2021, the company completed the acquisition of Ukrainian pay-TV and internet provider Volia for UAH 1.51 billion. Currently, Datagroup is also actively developing cloud services through the Volia data centre.

DVL Telecom is a part of NJJ. NJJ Capital is an investment company founded in 2010 by French billionaire Xavier Niel, who is also the founder of the Iliad telecommunications group. NJJ Capital invests in various industries, including telecommunications, media and technology. The businessman is also the owner of Le Monde newspaper. Niel’s net worth is estimated at $10.4 billion.
His NJJ Capital investment group has also started the process of acquiring lifecell mobile operator, Global Billi call centres and Ukrtower telecom tower operator in Ukraine.
