Anti-corruption expert group selected by Diia for PlayCity agency

The Ministry of Digital Transformation has summarized the results of a survey in Diia regarding public activists who will form an anti-corruption expert group at the state gambling regulation agency PlayCity, "Komersant Ukrainian" reports
The agency emphasized that this was the first time that a supervisory body was formed using an app. More than 57 thousand Ukrainians took part in the voting, and 9 experts were selected out of 21 candidates.
The following were not allowed to participate in the selection:
- current civil servants
- citizens of the aggressor state;
- people with a criminal record;
- owners, founders, employees or beneficiaries of gambling businesses;
- ukrainians who have worked for PlayCity or KRAIL for two years and their relatives.
The activists will then elect a chairman of the group and get to work. The key tasks include formulating proposals for changes in gambling market regulation and participating in inspections of gambling and lottery organizers.
The group will include:
- Anastasia Shevchenko – Anti-Corruption Ax (13.45%)
- Mykhailo Aksenov – Anti-Corruption Ax (11.63%)
- Hanna Bashniak – “Office of Effective Regulation” (10.44%)
- Svitlana Slipchenko – D7 Foundation (9.88%)
- Oleksiy Dorohan – BRDO (9.28%)
- Oleksandr Neunets – “Anti-Corruption Ax” (8.18%)
- Dmytro Shatrovskyi – Center for Public Control (7.53%)
- Taras Kotov – Center for Public Control (7.01%)
- Vasyl Chyzhmar – Center for Public Control (6.55%)
The listed anti-corruption group will not be a part of PlayCity, but will control the transparency of decision-making and represent the public interest in the course of gambling reform.
As a reminder, in February 2025, the government transferred the function of formulating state policy in the field of gambling and lotteries to the Ministry of Digital Transformation. The newly created PlayCity agency is responsible for its implementation, and its priorities include digitalization of the license issuance process, bringing the gambling market out of the shadows, and monitoring compliance with the rules.
