Anti-Corruption Court extends preventive measure for Roman Nasirov

The High Anti-Corruption Court (HACC) has extended the preventive measures for former head of the State Fiscal Service Roman Nasirov in two corruption-related criminal proceedings. This was reported by Ukrinform, according to "Komersant Ukrainian".

Details of the case

  • In the case of taking a bribe of more than UAH 722 million, the preventive measure was extended until September 9, 2025.
  • In the case of causing damage to the state in excess of UAH 2 billion – until September 4, 2025.

In the first case, Nasirov’s procedural obligations remained in force, and in the second case, his personal obligation was extended.

Main criminal proceedings

1. The case of a bribe of UAH 722 million

  • Nasirov is accused of taking a record bribe of $5.5 million and more than €21 million.
  • He allegedly received the money from the owner of an agricultural holding for a priority VAT refund worth more than UAH 3 billion.
  • In June 2024, the NABU and the SAPO uncovered a scheme to legalize these funds through offshore companies.
  • The measure of restraint in this case was extended until September 9, 2025 – Nasirov must comply with his procedural obligations.

2. The case of damages to the state amounting to more than UAH 2 billion

  • Nasirov allegedly assisted former MP Oleksandr Onyshchenko in deferring the rent for the use of subsoil.
  • This allowed Onyshchenko’s companies to sell gas through pseudo-exchanges, which caused the state losses of more than UAH 2 billion.
  • In this case, the measure of restraint was extended until September 4, 2025 in the form of a personal commitment.

Mobilization and legal nuances

  • In April 2025, Nasirov voluntarily mobilized to the Armed Forces of Ukraine, which could have suspended the proceedings.
  • Later, the mobilization was canceled, and the General Staff launched an internal investigation into the circumstances of the draft.
  • The lawyers tried to stop the case because of the mobilization, but the court disagreed.

Statute of limitations

  • The statute of limitations on Nasirov’s case expires in 2026.
  • This may be grounds for exemption from criminal liability if the proceedings are not completed by then.
