ARMA gets new temporary head: what is known about Yaroslava Maksymenko

Today, on August 14, Economy Minister Oleksiy Sobolev introduced Yaroslava Maksymenko, the acting head of the ARMA, to the ARMA staff. This was reported by the press service of the Ministry of Economy, "Komersant Ukrainian" reports

Prior to her appointment, Maksymenko held the role of Deputy Head for European Integration of the ARMA as of August 13, 2025.

ARMA reform and new tasks

The appointment took place against the backdrop of the agency’s reform – an updated version of the ARMA Law recently came into force, which is part of Ukraine’s commitments to its European partners under the Ukraine Facility.

Among the priorities facing the agency are:

  • conducting an independent audit;
  • launching a new competitive procedure for selecting the head.

“The seized assets must work effectively for the needs of the state and defense,” Minister Oleksiy Sobolev emphasized.

ARMA will continue to work on improving the efficiency of management of seized assets so that they bring maximum benefit to the state, in particular in times of war.

Previously, ARMA was headed by Olena Duma. She submitted her resignation on July 30.

What is known about Yaroslava Maksymenko

Yaroslava Maksymenko was a member of the supervisory board of the Odesa Port Plant (OPP) and Mykolaiv CHP, until July 2021 she was the founder and head of the law firm Staleks & Partners, and now she owns the LLC Law Firm AS.

Prior to joining ARMA, she headed the Department of Property and Sanctions Policy at the Ministry of Economy of Ukraine, where she was responsible for the development and implementation of sanctions policy and management of sanctioned assets.

Ms. Maksymenko was a key figure in the development and implementation of public sector reforms, in particular, she was involved in the modernization of transparent property and asset management processes through the ProZorro and ProZorro.Sale initiatives.
