Audit of the state-owned enterprise “Document”: Auditors identified violations amounting to 71 million hryvnias

The State Audit Service of Ukraine reported irregularities totaling 71 million hryvnias during an audit of the financial and operational activities of the state-owned enterprise DP Dokument, according to [Komersant].

According to the audit findings, over 18 million hryvnias represent direct losses related to unjustified payments and bonuses to the enterprise’s management and officials.

What the audit revealed

According to the State Audit Service of Ukraine, the audit of DP Dokument revealed several categories of financial violations:

  • unjustified payments to management and officials;
  • unjustified bonuses and allowances;
  • payments for time not worked;
  • violations in the area of public procurement.

The total amount of such violations, according to the auditors’ estimates, amounts to 71 million UAH.

The story of “double” salaries

A separate part of the audit concerns the former deputy director of one of the departments.

According to the auditors, the official:

  • worked simultaneously at the central office in Kyiv;
  • managed branches in Poland and Germany;
  • received full compensation for all these positions.

At the same time, the auditors note, it was physically impossible to perform the full scope of work in several countries.

Even after being dismissed from her position in Ukraine, she continued to receive two full salaries at the foreign branches, without specifying a primary place of work.

According to the auditors’ assessment:

  • the official’s total income amounted to 9.5 million UAH;
  • this is the exact amount of losses incurred by the state.

It was also established that the company’s Polish branch did not keep any records of her working hours at all.

Bonuses and payments to management

According to the audit, nearly another 9 million UAH was spent on:

  • unjustified bonuses and awards to former management;
  • payments for time not worked;
  • inflated allowances for employees of foreign branches.

Auditors consider these expenses to be unjustified.

Violations in public procurement

The audit also found that the state-owned enterprise Dokumet entered into contracts worth over 52 million hryvnias without following the required procurement procedures.

Due to these violations, 10 administrative reports were filed against the company’s director and forwarded to court.

By law, such violations are punishable by a fine ranging from 330,000 to 1.7 million UAH.

Based on the audit findings:

  • the audit materials were forwarded to law enforcement agencies;
  • the company was ordered to rectify the violations;
  • the company is also required to compensate the state for the losses incurred.

State Enterprise Dokument is engaged in the processing of passport documents and the provision of administrative services to Ukrainian citizens, in particular through a network of service centers in Ukraine and abroad.
