Audit confirms that $30 billion of US support went to those for whom it was intended

The results of four audits conducted with the support of the Center for Audit Excellence of the U.S. Government Accountability Office confirmed that the financial support provided to the Ukrainian budget by the United States was used effectively and in accordance with the defined goals. This is stated in the press service of the Accounting Chamber of Ukraine, according to [Kommersant].

According to the Ministry of Finance, from 2022 to 2024, direct budgetary support for Ukraine from the United States exceeded $ 30 billion. It is emphasized that these funds helped the Ukrainian government to provide salaries to employees of state institutions that provide basic public services to the population of Ukraine, to maintain the continuity of the state’s functioning and financial stability of Ukraine in the context of a full-scale war.

What was revealed during the audits of the Accounting Chamber

1. The financial audit of the grant of the Trust Fund for Multilateral Donor Cooperation confirmed the reliability of the financial statements related to the grant. No violations of the legislation on the receipt and accounting of grant funds were found.

2. The performance audit of “Direct Budgetary Support of the U.S. Government and Other Donors to Meet the Vital Needs of the Population of Ukraine in the Context of War” confirmed the targeted use of grant funds to meet the basic needs of the population, in particular, to pay for the salaries of educators and healthcare workers.

3. Performance audit “Direct US Budget Support at the Beginning of Russia’s Military Invasion of Ukraine: Preventing Collapse and Preserving the Stress Resilience of the Ukrainian Healthcare System” confirmed that USD 1.7 billion of direct budget support was used to finance the program of state guarantees for medical care

4. The performance audit “Sustainability of the Pension Fund of Ukraine under martial law” confirmed that during the war, the Pension Fund of Ukraine managed to ensure stable pension payments for more than 10 million pensioners, and that the funds, namely USD 12.7 billion, were used for their intended purpose.

How much money did the Ukrainian budget receive and from whom?

From the beginning of the full-scale war until November 2024, according to the Ministry of Finance, external budget support exceeded USD 100 billion:

uSD 31.1 billion in 2022;

42.5 billion USD in 2023;

uSD 27.2 billion in 2024 (as of November 14).

The largest providers of budgetary aid during this period were:

EU – USD 40.5 billion;

The United States – USD 28.2 billion;

IMF – USD 11.4 billion;

Japan – USD 6.3 billion;

Canada – 5.4 billion US dollars.

The top five partners in terms of financial support provided more than 90% of all funds raised.

the Ministry of Finance of Ukraine attracted USD 33.7 billion or more than 33% of the total amount to the state budget in the form of grants. That is, every third dollar was provided by the partners on a non-refundable basis. This made it possible to maintain budget liquidity without increasing the debt burden.

Ukraine received the most funds in the form of grants from the United States. The European Union is the second largest donor in terms of grant funds – USD 2.3 billion. Other countries that provided significant support on a non-refundable basis included Germany (USD 1.4 billion), Japan (USD 955 million), and Norway (USD 506 million).

The rest of the external financing was provided to Ukraine on preferential terms.

How much did Ukraine receive from its partners in total?

Between February 24, 2022, and December 31, 2024, Ukraine received a total of $287.47 billion in assistance. Of the total amount, about $139.61 billion (49%) is military aid, $127.46 billion (44%) is financial support, and €20.40 billion (7%) is humanitarian aid. This is according to the Ukraine Support Tracker project by the Institute of World Economics at Kiel University (Germany). "Komersant Ukrainian"reported.

77% of all aid by amount is provided by 5 countries and organizations, but, as the researchers state, the aid of each of them relative to their GDP is about half a percent or less:

The United States: $122.81 billion in aid or 0.53% of GDP;

United Kingdom: $15.93 billion in aid or 0.51% of GDP;

Germany: $18.57 billion in aid or 0.44% of GDP;

European Commission: $52.66 billion in aid or 0.31% of GDP;

Japan: $11.32 billion or 0.23% of GDP.

At the same time, the Baltic and Scandinavian countries provided the largest amount of aid in relation to GDP:

Estonia: $0.82 billion or 2.20% of GDP;

Denmark: $8.66 billion or 2.17% of GDP;

Lithuania: $1.20 billion in aid or 1.80% of GDP;

Latvia: $0.61 billion in aid or 1.53% of GDP.
