Auditors demand to update rules for calculating construction costs to reduce corruption risks

The State Audit Service of Ukraine (SASU) is initiating changes to the approaches to calculating construction costs for the reconstruction of destroyed facilities. According to Alla Basalaeva, Head of the SASU, the updated rules should strengthen financial control, optimize estimates and reduce the risk of corruption.

This was discussed at the presentation of the analytical report “Corruption Risks in the Construction, Reconstruction, and Overhaul of Civilian Facilities for the Restoration of Ukraine,” "Komersant Ukrainian" reports.

SASU proposes:

  • strengthen control over the spending of public funds;
  • update the methods of documenting the work performed;
  • create a single algorithm for monitoring prices for construction materials;
  • save budget resources through more accurate calculations.

Among the problems identified:

  • unjustified changes to the terms of contracts that affect the price, scope or composition of work;
  • lack of a system for tracking current market prices for key construction materials;
  • unclear rules for recording the amount of work actually performed;
  • weak control over the quality and completeness of construction work, which makes it possible to abuse the process of signing certificates.

Basalayeva emphasized that improving approaches to payments will contribute to more efficient and transparent use of funds in the reconstruction process.
