Car insurance for combatants: is it necessary to apply for it in 2025?

Ukraine has amended the Law “On Compulsory Insurance of Civil Liability of Owners of Land Vehicles”. They came into force on January 1, 2025, and now apply to combatants, "Komersant Ukrainian" reports.

The document states that since the beginning of this year, there have been no categories of citizens exempt from compulsory insurance in Ukraine. This means that now everyone, including combatants, veterans, and representatives of other privileged categories, will have to take out a motor vehicle insurance policy. Until January 1, 2025, they were exempted from the need to purchase a motor third-party liability insurance policy, but only if they had the appropriate certificate.

Instead of a complete exemption from purchasing a motor third party liability insurance policy, the Law introduced a 50 percent discount on the insurance premium. The following categories of citizens can use it:

  • combatants
  • affected participants of the Revolution of Dignity
  • veterans of the war;
  • persons with disabilities of groups I-II;
  • persons affected by the Chernobyl disaster (categories I and II);
  • pensioners.

However, there are certain restrictions for receiving this discount. In particular, the document stipulates that only one vehicle is eligible for the discount, even if a combatant or a representative of another privileged category has several. The car must have an engine displacement of up to 2500 cubic centimeters or an electric motor power of up to 100 kW. It must be owned by the insured, and the insured must use it without the purpose of providing paid services.

Other changes in the “motor citizen” law

Changes to compulsory motor third-party liability insurance (MTPL) starting on January 1 affected not only beneficiaries but all car owners.

Increase in insurance payment limits

Starting in 2025, the maximum compensation amounts will increase:

  • for compensation for property damage – up to UAH 250 thousand per victim (UAH 1.25 million per event);
  • for compensation for damage to health – up to UAH 500 thousand per victim (UAH 5 million per event).

In 2026 (or after the lifting of martial law), the limits will increase even further:

  • for property damage – up to UAH 2 million per event;
  • for damage to life and health – up to UAH 1 million per victim and UAH 20 million per event.

Direct settlement of losses

If the driver is not at fault for the accident, his or her losses will be reimbursed by the insurance company with which the policy is concluded. The insurers will collect the funds from the company that caused the accident. Currently, this option is available only as an additional service, but it will become a basic one starting in 2025.

Cancellation of the deductible

The deductible, i.e. the portion of losses that the culprit covers on their own, will no longer apply.

Free pricing

The cost of policies will be determined by insurance companies themselves at individual rates. They will take into account factors such as the driver’s age and experience, accident history, type and age of the car, place of registration, etc.

Why is the price of CTPCI rising?

The market predicts that the average cost of policies will increase by 2-2.5 times starting in 2025. While today the cost of a CTP for a car with a small engine in Kyiv is about UAH 2.2 thousand, in 2025 the amount may be from UAH 4.4 thousand to 5.5 thousand.

The main reasons for the rise in price

  • Increasedcosts for car repairs due to inflation and higher prices for spare parts and repairs.
  • Increase in the number of road accidents by 20% due to more intensive use of transport.
  • Lack of government regulation of tariffs: insurance companies will independently take into account the risks of each driver.
