Gas stations pay more, sell less: how tax changes have reformatted the fuel market

In the first 11 months of 2025, gas station networks paid UAH 12.5 billion of taxes to the state budget, which is UAH 1.8 billion more than in the same period last year. The increase is 17.1%. This was stated by the Chairman of the Parliamentary Committee on Finance, Tax and Customs Policy Daniil Hetmantsev, reports "Komersant Ukrainian".

The fuel market has traditionally been considered one of the most problematic in terms of shadow schemes and tax evasion. The current dynamics indicates a significant change in the rules of the game – even against the background of a reduction in the physical volume of fuel sales.
What the figures show
According to Getmantsev, the growth of revenues was recorded for all key taxes. The most tangible increase in income tax – by 28.6%. One of the main reasons for this effect was the introduction of advance payments, which reduced the opportunities for maneuvering with the tax base.
At the same time, social indicators also improved:
- theaverage salary in the industry grew to 24.4 thousand UAH, which is 15.5% more than last year.
At the same time, as Getmantsev himself admits, some gas station chains remain in the risk zone, in particular in terms of the level of official labor remuneration.
Less fuel – more taxes
A separate emphasis is on market fiscalization. Despite the reduction in the volume of fuel sales, the revenue recorded through the registrars of settlement operations (RRO) increased by 4.3%. This, according to the head of the committee, is a direct confirmation of the fact that part of the shadow turnover was withdrawn “in white”.
Getmantsev summarizes: the fuel market of 2021 and the market of 2025 are already different systems. Its transformation has become one of the most illustrative examples of how consistent tax and regulatory decisions can produce measurable results even in difficult conditions of war and economic instability.
Against this background, he also previously drew attention to the growth in the number of FLPs in Ukraine, which continues even during a full-scale war, albeit with its own structural peculiarities.
