BES prevents embezzlement of UAH 8.6 million during construction of shelter in Lviv lyceum: what is known

The Bureau of Economic Security (BES) has revealed an overestimation of the cost of construction materials during the construction of a shelter in a Lviv lyceum.
This was reported by the press service of the agency, "Komersant Ukrainian" reports.

The construction of the shelter was estimated at UAH 54.9 million. Of this amount, UAH 46.2 million is funded by international technical assistance under the Ukraine Facility initiative, which is being implemented under a framework agreement between Ukraine and the European Union.

How the investigators acted

Specialists of the BES regional office in Lviv Oblast found overpricing of construction materials and sent recommendations to the local authority to reduce the cost of the work.
After the inspection, the customer agreed to reduce the amount of contractual obligations, which helped to avoid embezzlement of UAH 8.6 million of international assistance.

“As a result of such actions, BES staff prevented the embezzlement of UAH 8.6 million of international technical assistance,” the agency said.

What is known about funding for the construction of shelters in schools and kindergartens

Shelter construction projects in schools and kindergartens are funded from various sources, including the state budget, local programs, and international assistance. Monitoring the effectiveness of the use of funds is becoming increasingly important as Ukraine needs to demonstrate transparency in its cooperation with the EU and partners.

The Ukraine Facility program is a new financial instrument of the European Union that provides up to EUR 50 billion of support to Ukraine in 2024-2027. The funds are used to rebuild infrastructure, reform governance systems, and increase transparency in the use of funds.

Earlier, the Prosecutor’s Office secured the return of more than 40 hectares of land in Osokorky to the Kyiv community, and other anti-corruption agencies continue to identify violations in the implementation of construction and social projects.
