Gasoline, diesel and autogas will become more expensive: new excise taxes from 2026

In 2026, Ukrainian drivers will face another increase in fuel prices. On January 1, a new stage of excise tax increases for all major fuels – gasoline, diesel and liquefied gas – will come into effect. This is stipulated by the current legislation and is part of a phased plan to increase excise tax rates, "Komersant Ukrainian" reports
The increase in the tax burden will inevitably affect retail prices at gas stations at the beginning of the year.
How excise taxes on gasoline are rising
In accordance with the approved schedule, excise rates on gasoline will be increased gradually:
- from September 1, 2024 – EUR 242.6 per 1,000 liters;
- from 2025 – EUR 271.70 per 1,000 liters;
- from 2026 – 300.80 euros per 1,000 liters;
- from 2027 – 329.90 euros per 1,000 liters;
- from 2028 – 359 euros per 1,000 liters.
Thus, in 2026, the excise tax on gasoline will increase by almost EUR 30 per thousand liters compared to the previous year.
Increase in excise taxes on diesel fuel
Diesel fuel is also subject to annual rate increases:
- from September 1, 2024 – EUR 177.6 per 1,000 liters;
- from 2025 – EUR 215.70 per 1,000 liters;
- from 2026 – 253.8 euros per 1,000 liters;
- from 2027 – 291.9 euros per 1,000 liters;
- from 2028 – 330 euros per 1,000 liters.
Traditionally, diesel is the most sensitive to tax changes, as it is widely used in private transport, logistics, and the agricultural sector.
Liquefied gas will also rise in price
Excise duties on autogas (propane or a mixture of propane and butane) are growing no less dynamically:
- from September 1, 2024 – 148 euros per 1,000 liters;
- from 2025 – 173 euros per 1,000 liters;
- from 2026 – 198 euros per 1,000 liters;
- from 2027 – 223 euros per 1,000 liters;
- from 2028 – 250 euros per 1,000 liters.
Thus, starting from January 2026, the tax burden on liquefied natural gas will increase by another EUR 25 per thousand liters.
What this means for drivers
Increased excise taxes are one of the key factors in fuel prices. In combination with the exchange rate, global oil prices and logistics costs, this means that prices at gas stations may continue to rise in 2026.
However, the final amount of the price increase will depend on the market situation and the policies of individual filling station chains.
