No money for a rainy day: 68% of Ukrainians have no savings

Financial stability remains an unattainable dream for many Ukrainians. According to a survey conducted by the Rating sociological group from April 25 to May 5, 2025, 68% of Ukrainian citizens have no savings, "Komersant Ukrainian" reports

The main reason for this is the low level of income, which does not allow saving for the future. The survey, which involved 2000 respondents, has an error of no more than 2.2% with a confidence level of 0.95.

Who keeps money in Ukraine and how

40% of respondents do not keep their money in a bank. The main reasons are low income (68%) and distrust of banks (25%).

Compared to previous years, the prevalence of no savings continued to increase – the share of those who chose this answer increased by 4% compared to 2023 and by 7% compared to 2021

Only one-third of Ukrainians have some savings, but their amount is usually insignificant. In particular:

  • 32% of respondents keep a small part of their money in the bank.
  • 29% keep a significant portion of their savings: 13% have half of their money in bank accounts, and 16% have most of it in bank accounts.

Popularity of financial services

Ukrainians are actively using banking services, reflecting the gradual digitalization of the financial sector. According to the survey:

  • 82% of citizens use bank accounts or cards.
  • 66% pay for utilities through a bank.
  • 59% actively use mobile or Internet banking.
  • 50% make transactions through payment terminals.
  • 44% make money transfers through banks.
  • 20% exchange currency.

These data indicate the growing popularity of digital financial instruments that facilitate everyday transactions.

As for future plans to use financial services, in the coming year, Ukrainians plan to increase the use of bank accounts, utility bills, mobile and Internet banking, make payments through terminals, and make money transfers through a bank.

In addition, respondents are somewhat more likely to use currency exchange services (20% in 2023 and 23.3% in 2025), which was not the case before.

Types of bank accounts

The most common type of bank account among Ukrainians is a salary card account, which is owned by 49% of respondents. Other types of accounts are also popular:

  • 36% have a current account in hryvnia.
  • 31% have a pension card account.
  • 29% opened a card account on their own initiative.
