No indexation since 2017: petition to increase military pay gains votes

As of July 25, a petition to increase the basic allowance for military personnel to UAH 42,000 per month has received more than 20,000 signatures. This was reported by "Komersant Ukrainian" with reference to the official website of electronic petitions.

It was authored by Andriy Tsybulsky. In the text of the petition, the initiator emphasizes that since 2017, the salaries of the Armed Forces have not been revised, and the last increase in basic payments took place in January 2023 (and then by canceling some of the surcharges). As a result, the real incomes of the defenders have not only not increased over the past four years, but have decreased amid record inflation.

How basic payments to the military have changed

  • 2017 – 2022 – salaries are set by the Cabinet of Ministers Resolution No. 704 (08/30/2017) and are not indexed;
  • 2022 – the minimum income of a military man was UAH 42 thousand (UAH 12 thousand salary plus UAH 30 thousand additional remuneration);
  • from January 21, 2023 – after amendments to Resolution No. 168, additional remuneration was limited, and the base salary was raised to UAH 20,100;
  • 2024 – 2025 – minimum payments remain at the level of UAH 20,100, which is 50% less than at the beginning of the full-scale war.

That is, in fact, the guaranteed types of financial support for servicemen have been decreasing over the past 4 years since the beginning of the full-scale Russian invasion of Ukraine.

Thus, a critical situation has developed in the field of financial support for the Ukrainian military. Between 2022 and 2025, prices in Ukraine increased by more than 80%, but salaries were not adjusted. Low salaries undermine the motivation of the military, especially against the backdrop of rising incomes in the civilian sector. In addition, many military personnel receive less than they did in 2022, despite the increased workload.

What activists propose to change

The author of the petition demands to return the minimum income of the military to the level of UAH 42 thousand and to introduce automatic indexation annually to reflect inflation.

In addition, the text of the electronic document refers to the expansion of benefits for military families (for example, compensation for rent).

In turn, the Ministry of Defense says that the issue of financing the Armed Forces is “under control,” but there are no specific decisions on indexation yet. However, in 2024, the government allocated additional funds for bonuses for Ukrainian soldiers, but this has not become a systematic practice.
