No right to drive: 9 drivers have already been punished for military registration in Ukraine

In Ukraine, as of June 16, nine drivers have already lost their right to drive due to violations of military registration rules. Almost all of the decisions were made by the Novohrad-Volyn City District Court in Zhytomyr region. This was reported by "Komersant Ukrainian" with reference to Opendatabot.

In total, since the beginning of 2025, courts have considered at least 59 cases of driver’s license revocation due to violations of military registration rules.

The first such decision was made in January 2025, when the court upheld the claim of the AntAC. After that, the number of such decisions increased significantly. The restriction on the right to drive is valid until the driver fulfills the requirements of the TCC or this requirement is withdrawn.

Except for the first one, all decisions on deprivation of rights were made by the Novohrad-Volynskyi City District Court.

As a reminder, according to the updated Code of Administrative Procedure (Article 283-2), if a Ukrainian citizen fails to comply with the requirements of the MCC within the time limits established by the law on mobilization, the territorial center for recruitment and social support (TCC and SS) may apply to the court. The purpose of such an appeal is to temporarily restrict a person’s right to drive a vehicle for the period of mobilization.

In addition, the Verkhovna Rada of Ukraine is preparing to consider amendments to the Law “On Road Traffic”. They are envisaged by the government’s draft law 8082 and relate to a new procedure for terminating the right to drive. The Verkhovna Rada Committee on Transport and Infrastructure has already recommended that the draft law be passed in the first reading, taking into account the new amendments.

The revised version of the draft law states that in case of deprivation or temporary restriction of a person’s right to drive vehicles, the driver’s license will be seized by the National Police or the person will have to hand it over to the territorial body of the Ministry of Internal Affairs (MIA).
