Budget 2026 enters the final stretch: the committee supported key amendments

The relevant budget committee of the Verkhovna Rada has supported the draft state budget for 2026 prepared for the second reading, paving the way for the final vote. This was reported by MPs Yaroslav Zheleznyak and Roksolana Pidlasa , the head of the committee, "Komersant Ukrainian" reports.
The committee agreed on a number of adjustments that change the balance between state and local budgets, as well as increase spending on defense and key anti-corruption institutions.
What are the changes proposed by the committee?
One of the most significant decisions was to increase the share of personal income tax (PIT) that will remain at the local level. The share is to be increased by 4 percentage points to 64%. The additional funds should be used by local budgets exclusively for energy payments and repayment of debts related to the tariff difference.
For this reason, the government proposes to withdraw the previously planned UAH 15.2 billion subvention for the tariff difference in order to maintain the overall balance of state budget revenues and expenditures.
Defense and security
The Committee proposes to increase spending on the purchase of weapons and military equipment for the Ministry of Defense by UAH 1 billion. The funds are to be redistributed from the military reserve program.
Another UAH 244 million is planned to be allocated to the Bureau of Economic Security at the expense of the reserve fund.
Education: gradual increase of teachers’ salaries
One of the most politically sensitive blocks was education spending. The Committee confirmed its intention to raise teachers’ salaries: by 30% from January 1 and by another 20% from September 1, 2026.
No changes in the methodology of remuneration are foreseen, but an additional fund of UAH 4.8 billion is proposed for the prestige program to further increase teachers’ incomes.
MPs have already started considering the document in the second reading
As of December 3, MPs have already begun considering the document in the second reading. According to the rules of procedure, this stage was to be completed no later than November 20, and the budget was to be finally adopted by December 1. However, the deadlines were violated, which puts additional pressure on the parliament.
The government and the relevant committee urge MPs to support the agreed amendments so that the budget can be adopted in the near future.
