Business does not give up: most Ukrainian entrepreneurs have prepared for blackouts

According to a survey conducted by the Ukrainian Chamber of Commerce and Industry in October 2025, 80% of entrepreneurs said they had prepared for possible power outages.
According to "Komersant Ukrainian", citing the UCCI press service, the data was released based on the results of the October Business Barometer survey.
“Ukrainian business is ready for dark times. 80% of the surveyed entrepreneurs have provided their businesses with power sources in case of power outages,” the Chamber noted.
Thus, 56% of enterprises have generators (-3% compared to November 2024), 19% have alternative power sources (13%), and another 5% have provided themselves with autonomous power (2%).
Currently, 14% are buying equipment (-3%). And only 7% plan to simply reduce consumption; this share is half that of a year ago (14%).
In general, in October 2025, the overall Business Barometer index showed a decrease compared to the previous month, remaining in the zone of negative expectations.
Only the construction sector recorded a slight advantage of positive business expectations, which still tend to weaken. Negative sentiment prevails in three other sectors: manufacturing, services, and trade.
The expectations of exporters remain more pessimistic than those of businesses in general, the CCI noted.
