Blinken announces $717m aid package: what it will include

During his visit to Kyiv, US Secretary of State Anthony Blinken announced a new aid package for Ukraine worth $717 million, according to "Komersant Ukrainian"
This time, it is not military aid, but humanitarian aid, which is intended to help Ukraine cope with the consequences of the recent Russian shelling. The aid is divided into three major blocks.
Restoration of the energy sector
Blinken noted that Russia will try to use cold as a weapon against Ukraine, so $325 million will be used to restore Ukraine’s energy facilities after they were destroyed by the Russians.
“We are announcing $325 million in new funding to rebuild Ukraine’s energy and power grids,”
– said the US Secretary of State.
Humanitarian aid
290 million USD. The United States is allocating $290 million for humanitarian aid to people affected by the war, including food, water and medicine.

Humanitarian demining
uSD 102 million is to be spent on demining the Ukrainian territory, Blinken said:
“We’re announcing $102 million in additional funding for humanitarian demining to help clear the landmines and munitions that Russia has left behind in Ukraine.”
As reported , a similar humanitarian aid package worth $780 million will be provided to Ukraine by the UK.
Blinken’s visit
Yesterday, U.S. Secretary of State Anthony Blinken visited Kyiv together with British Foreign Secretary David Lammy. In Ukraine, they were expected to authorise the use of US and British weapons against targets deep inside Russia.
According to The Guardian, Britain has granted Ukraine such permission, albeit unofficially.
The US, according to Bloomberg, is demanding that Zelenskyy present a plan for strikes against Russia before lifting the restrictions. According to some media reports, Blinken is supposedly going to present the information received from Zelenskyy to US President Joe Biden.
