The fight against “suicide bombers” will intensify: The Cabinet of Ministers has streamlined aviation modernization

The Cabinet of Ministers of Ukraine has simplified the procedure for modernizing its aviation capabilities to combat Russian Shahed-type attack drones. This was announced by Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian"
According to her, the new decision will allow for the faster retrofitting of aircraft and helicopters to meet the needs of modern warfare.
The main change is that aircraft can now be equipped with weapons, communications, navigation, and target detection systems without lengthy approvals. The government expects this will enable the air force to adapt more quickly to new threats and strengthen the Defense Forces’ capabilities in repelling air attacks.
What exactly has the government changed?
Previously, aircraft retrofitting required lengthy approval procedures, which slowed down the installation of new systems on planes and helicopters. Now this process has been simplified, and the entire modernization cycle, according to Svyrydenko, is expected to be reduced to one month.
In addition, not only specialized companies but also experts and military units will be involved in the modernization work. This means that the state is trying to make the process not only faster but also more flexible from an organizational standpoint.
Why is this necessary
The new decision is directly linked to the need to more effectively counter Russian attack drones, primarily “Shaheds,” which Russia regularly uses to attack Ukrainian cities and infrastructure. That is why the government is not just talking about technical upgrades to the air force, but about adapting it to the needs of modern warfare.
Yulia Svyrydenko emphasized that the decision allows for a faster response to new threats and strengthens the Ukrainian military’s capabilities in repelling air attacks. It follows that the government views aviation modernization as one element of a broader air defense system.

Recent months have shown that Russian drone attacks remain one of the main challenges for Ukrainian defense. Under such conditions, the speed of aviation retrofitting becomes critically important: the faster planes and helicopters can be equipped with new detection, communication, and weapon systems, the faster they can be deployed in changing combat conditions.
