Booking military personnel is a key challenge for businesses in Ukraine – survey

81% of the member companies of the American Chamber of Commerce in Ukraine (the Chamber) said that mobilisation affects their business performance. This is evidenced by the results of the survey “Assessment of the State of Business in War-Torn Ukraine” presented by the Chamber and Citi Ukraine during the Ukraine Recovery Conference in Berlin on 11-12 June, reports [comersant]

The key challenges for companies in 2024 are booking of employees liable for military service (80%), safety and security of employees (75%), health and mental state of employees (50%), power outages (50%), and Russian missile strikes (45%).

Despite the challenges, 98% of AmCham members continue to operate in Ukraine: 85% are fully operational, 15% – partially. However, 49% of respondents reported a decrease in the number of employees and revenues compared to the pre-war period.

76% of companies see a problem with the judicial system, and 56% do not have access to war risk insurance. At the same time, 83% have access to working capital financing.

“Our latest survey has shown that booking people liable for military service is currently the main challenge for businesses in Ukraine. This has a significant impact on business performance. We will continue to work with the government to find the right balance – the army gets what it needs, the economy and business continue to operate, and taxes are paid,”

– said Andy Hunder, President of the American Chamber of Commerce in Ukraine.

The Chamber has also identified the top 3 steps the government should take to support business:

  • ensure a clear booking procedure;
  • implement judicial reform;
  • ensure stability of tax legislation.

The survey, conducted from 22 May to 5 June 2024, involved 111 CEOs and top managers of AmCham member companies. 72% of respondents are CEOs.
