Some Ukrainians will lose their reservations from mobilization on May 28: what will change

In Ukraine, a number of employees may be left without reservations after May 28, 2025. By this date, critical enterprises are required to provide information to the Ministry of Economy as part of an inspection. This is stated in a letter from the Ministry of Economy, "Komersant Ukrainian" reports
The Ministry of Economy in its letter dated 19.05.2025 No. 27-11/37509-07 reported that the compliance of critical enterprises with the criteria is currently being checked from the date of the decision to determine or confirm the status of a critical enterprise.
This means that this applies to all enterprises that were granted the status by the Ministry of Economy.
The right to reservation from mobilization
As you know, the Ministry of Economy grants the right to reserve employees liable for military service under certain conditions. It is provided if the companies are recognized as critical to the functioning of the state and the Defense Forces.
The fact of reservation allows companies to provide deferral of military service for their employees.
In particular, the deferral is subject to cancellation in the event of:
- expiration of its validity period;
- the company completes the production of goods, performance of works or provision of services to meet the needs of the Armed Forces;
- the company is deprived of its critical importance status.
What critical enterprises should do
The letter states that such critical enterprises should send an e-mail to the Ministry of Economy at [email protected] by 05/28/2025:
- an extract from the information system of the State Tax Service regarding the status of the payer’s settlements with the budget and trust funds at the location of the branch, representative office, or other separate subdivision from 01.01.2025 to 30.04.2025
- documents for the ownership or lease of real estate to confirm activities in three or more regions of Ukraine.
It should be noted that if companies with branches and separate divisions do not provide this information, their employees may lose the right to book.

Who can obtain the status of a critical enterprise
The critical enterprise status can be granted to companies that meet at least three criteria, two of which are mandatory
- the average salary of employees is at least UAH 20,000;
- no tax and unified social contribution arrears.
The third criterion can be chosen by the company:
- payment of taxes and duties in excess of EUR 1.5 million per year (equivalent in hryvnia);
- foreign exchange earnings of more than EUR 32 million per year (excluding loans and credits);
- strategic importance for the economy and security of the state (defined by the government list, the Cabinet of Ministers of Ukraine No. 83 of 04.03.2015);
- importance for a particular sector of the economy or a territorial community (criteria are determined by the relevant government agencies, CAAs);
- resident status of Diia.City;
- supply of electronic communication services with a certain level of income.
How to get the status of a critical enterprise
- Obtain official confirmation.
- Identify the relevant authority (Ministry of Energy, Ministry of Digital Transformation, Ministry of Agriculture, etc.)
- Prepare and submit documents (financial statements, certificates of salary and tax discipline).
- Submit an application to the relevant authority and wait for a decision (up to 10 business days).
