Why only three points from Zelenskyy’s peace plan will be discussed in Switzerland and what this could lead to

on 15-16 June, a Peace Summit will be held in Switzerland, near Lucerne, to which more than 160 delegations of top officials have been invited. According to the original plan, it is on the sidelines of this summit that a peace plan is to be created, which will then be presented to Moscow.

And although the peace plan itself consists of 10 points, according to Bloomberg, only 3 issues will be discussed at the June summit: nuclear safety, food and the issue of captured and deported Ukrainian children and civilians. As political analyst Oleg Sahakyan explained, information about these three issues has been known for a long time, but their inclusion in this particular summit does not mean the complete exclusion of all other topics, including the future of the occupied territories. They will be considered later.

“This summit will only discuss the architecture of how it will work, create working groups, determine which countries will be responsible for what, etc. Earlier it was announced that these three issues would be discussed. And after they are agreed upon, the answers will probably be put before Russia to see if it is ready to respond to these issues at all and to accept the consolidated position of all the countries present at the summit,”

– explained the political scientist.

Oleg Sahakyan added: “The issues chosen are those that relate to the course of the war, not its end. They are universal and of global importance.

“Nuclear security is important for the whole world, food security and shipping are also important, prisoners of war is a humanitarian issue, who can oppose it?”

– said Sahakyan and stressed that this summit could strengthen the paradigm of perceiving the Russian-Ukrainian war as an international crime and aggression, rather than a territorial dispute.

In his turn, international political scientist Maksym Yali said that preliminary agreements have most likely already been reached on these three issues. That is why they were put forward first.

“This is the first step for future negotiations directly with Russia, and Bloomberg also wrote about this. They were probably already discussed during Xi’s visit to France and Blinken’s visit to Beijing and did not cause any disputes. That is, the summit is needed to get the negotiation process off the ground and start laying the foundation for further talks,”

zelensky’s “formula for peace”

On 11 October 2022, President of Ukraine Volodymyr Zelenskyy announced a formula for peace to overcome the Russian threat. It includes 10 points:

  • Radiation and nuclear safety;
  • Food security;
  • Energy security;
  • Release of all prisoners and deportees;
  • Implementation of the UN Charter and restoration of Ukraine’s territorial integrity and world order;
  • Withdrawal of Russian troops and cessation of hostilities;
  • Return of justice;
  • Countering ecocide;
  • Preventing escalation;
  • Fixing the end of the war.
