Why it is important to have a QR code in “Reserve”: the State Border Guard Service gave the reason

New rules for crossing the Ukrainian border during mobilisation have come into force today: all men aged 18 to 60 must now show border guards their military registration documents, which do not have to be in paper form. Andriy Demchenko, a spokesman for the State Border Guard Service, told "Komersant Ukrainian" in an exclusive interview under what conditions only data from the Reserve app is sufficient and why it is important to have a QR code in the app.

“A military registration document in electronic form is indeed equivalent to an official one, but only if a QR code is generated in the ‘Reserve’ mobile application. If a person presents a QR code to the Reserve, it is enough,” said Demchenko.

He also spoke about the grounds on which a person may be refused to cross the border.

“We refuse in the absence of a military registration document. Another reason for refusal is the presence in the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists of information about the person being wanted by the National Police. In such cases, police officers will be called in,”

– he said.

According to Andriy Demchenko, as of 7.00 this morning, almost 40 men have been refused.

“The reason for the refusals is simple – someone forgot to take a military registration document, and someone did not have it at all. The exact information for the day will be published tomorrow. I would like to note that earlier the total number of refusals to cross the border for departure due to non-compliance with the conditions of departure fluctuated between 170 and 200 people,” said the spokesman for the State Border Guard Service and stressed that no conflict situations have been reported at the border so far.

How to generate a QR code in “Reserve”

Starting 18 June, all men can generate a QR code in the Reserve app. As the Ministry of Defence’s press service explained, in order to start using a digital document with a QR code, you need to log in and update your information. Citizens who have previously updated their data are advised to re-download the application from the App Store or Google Play Market.

Detailed instructions:

  • go to the Reserve app and update your information;
  • receive a document with a QR code;
  • click on the three dots next to the document;
  • select “download PDF”;
  • save the file;
  • print and display in all necessary places.

According to the Ministry of Defence, about 4.5 million Ukrainians have already updated their military records. Of these, 3 million 200 thousand did so through the Reserve and were able to download electronic military registration documents.

It should be noted that 16 July was the last day for updating military registration data. All men and women liable for military service aged 18 to 60 had to do so. Kommersant Ukrainian looked into what those who failed to do so for some reason should do and what fines violators could face.

Starting from 00:00 on 17 July, border guards will check the availability of a military registration document for all Ukrainian men aged 18 to 60 when leaving Ukraine.
