EU “Blacklist”: Which Russian Propagandists and Generals Have Lost Access to Their Assets and to Europe

The Council of the European Union has imposed new sanctions against four pro-Russian propagandists and nine Russian military personnel linked to war crimes committed during the occupation
at the start of Russia’s full-scale invasion of Ukraine.

This was reported on the institution’s official website, according to [Komersant].

Who was added to the sanctions list among the propagandists

The first package of sanctions included media figures who, according to the EU, spread Russian propaganda.

Among them:

  • Sergey Klyuchenkov — a propagandist for the “Solovyov.live” project
  • Ernest Matskevicius — host of the “Vesti” program on the “Russia-1” TV channel
  • Graham Phillips — a British blogger who worked for the TV channels RT and Zvezda
  • Adrien Bocquet — a French commentator whom the EU describes as a pro-Russian pseudo-expert

Which Russian military personnel have been sanctioned

The second list includes high-ranking Russian military commanders who led units during the start of the invasion in 2022.

Among them:

  • Alexander Chaiko — a colonel general who commanded Russian troops in Ukraine at the start of the invasion
  • Andrei Kondrov — commander of the 5th Separate Tank Brigade
  • Artem Gorodilov — commander of the 83rd Airborne Assault Brigade
  • Sergey Chubarikin — commander of the 76th Airborne Assault Division
  • Viktor Filonov — soldier of the 234th Airborne Assault Regiment
  • Vladimir Seliverstov — former commander of the 106th Airborne Division
  • Vadim Pankov — commander of the 45th Special Forces Brigade
  • Denis Suvorov — commander of the reconnaissance battalion of the 76th Airborne Assault Division
  • Alexey Tolmachev — commander of the 104th Airborne Assault Regiment

According to the EU, these units participated in operations during the occupation of Bucha.

What restrictions do the sanctions entail?

The sanctions imposed include:

  • the freezing of assets within the European Union
  • a ban on entry into and transit through EU countries
  • a ban on EU citizens and companies providing them with financial resources

Crimes in Bucha

Bucha became one of the symbols of war crimes during the Russian occupation of the Kyiv region in the spring of 2022.

After the city’s liberation, Ukrainian and international investigators documented mass killings of civilians, torture, and other violations of international humanitarian law.

The European Union has repeatedly stated that those involved in these crimes must be held accountable, including through sanctions mechanisms.
