Is there really a secret peace offer from Ukraine to Russia?

Ukraine has never made a secret proposal to Russia to end hostilities and start peace talks. This was stated by Dmytro Lytvyn, the President’s Communications Advisor, in a commentary to Interfax-Ukraine, "Komersant Ukrainian" reports.

“We have a formula for peace. It is in the UN Charter. And he (Putin – ed.) has a desire to wage war, and he is the culprit of aggression. That is why he constantly needs to find excuses why he has not agreed to the Peace Formula for two years,” Lytvyn said.

What Vladimir Putin said about peace with Ukraine

At the BRICS summit in Kazan, Russian President Vladimir Putin said that the Ukrainian side had allegedly made non-public proposals to Russia for peace talks.

According to him, Ukraine has already twice approached Russia with various proposals through Turkey, but immediately abandoned its initiatives.

“This is irrational behaviour, which is difficult to predict, and it is impossible to build any plans on this basis. Therefore, it is simply premature to talk about whether we will agree on anything and what we can agree on,” Putin said.

The Russian leader also claims that Turkish President Recep Tayyip Erdogan allegedly offered him at the BRICS summit to resume dialogue with official Kyiv on the restoration of the grain corridor and the demining of the Black Sea.

What is the Ukrainian “Peace Formula”?

This is an initiative and diplomatic platform proposed by Ukraine to achieve a just end to the war waged by Russia against Ukraine.

on 21 September 2022, President of Ukraine Volodymyr Zelenskyy addressed the UN General Assembly in a pre-recorded video, outlining five non-negotiable conditions for a “peace formula”, including fair punishment of Russia for its crimes against Ukraine, protection of life by all available means permitted by the UN Charter, restoration of security and territorial integrity, security guarantees from other countries, and Ukraine’s determination to continue to defend itself.
