In Ukraine, persons liable for military service will increasingly be required to show a military ID to receive a number of services so that they “appear on the state’s radar and the state understands where such a person is”. This was announced by Minister of Justice Denys Malyuska in an interview with blogger Emma Antoniuk.
According to him, the settlement process is still ongoing, it has not been implemented everywhere, but in the future, a military registration document will be required for more public services. Malyuska did not specify which ones.
[Kommersant] decided to talk to a lawyer, PhD in Law, Yevhen Filipets, to find out which services the state still provides exclusively upon presentation of a military ID and which are not.
What public services can persons liable for military service currently not receive without a military registration document?
In fact, there are already a number of public services that require a military registration document. For example, enrolment in an educational institution, official employment, applying to the Medical Service for the determination of the degree of disability, determination of a disability group, etc. And there are plenty of such moments.
Is it necessary to provide a paper document, or is an electronic document sufficient?
Indeed, an important question is what is the strength of this military registration electronic document, which is currently generated in the Reserve, and whether it will be sufficient, since paragraph 9,559 of the Cabinet of Ministers’ resolution provides that it is equivalent to a paper document. Currently, the question of whether an electronic document alone will be sufficient to receive services is open and there is no specific answer.
According to Denys Malyuska‘sstatement, it will soon be impossible to get a number of public services without a military ID. When can this be introduced and under what conditions?
Yes, there are plans to add other services that should be provided only with a military registration document. If every citizen could generate an electronic military registration document with the help of the Reserve and present it, then there would be no problem at all today.
On the other hand, as for the answer to the question of when this can be implemented. It all depends on amendments to the current legislation. It will be necessary to present military registration documents for marriage, real estate transactions, etc. only after the relevant acts are amended. No changes have been made yet.
How are these changes being implemented?
Let me give you an example of admission to a university or official employment: military registration documents must be presented in accordance with Resolution No. 1487 of the Cabinet of Ministers on the rules of military registration at enterprises, institutions and organisations. Similarly, for each contact between a person and the state, such regulations should be amended accordingly. So far, there are no such changes.

Following Denys Malyuska’s statement, a list of specific public services that will allegedly be impossible without a military registration document was circulated online, including issuing passports, applying for marriage, obtaining a driver’s licence, buying an apartment, etc.
Malyuska himself called this information IPSO, but did not provide a real list of public services that are no longer possible or will be limited without a military registration document.

What are military records?
Military registration documents are: for conscripts – a certificate of registration with a recruiting station, for persons liable for military service and military personnel – a military ID card or a temporary ID card.
A certificate of registration is a document issued to citizens of Ukraine who are registered with a conscription office. Men are assigned to enlistment offices in order to register them for military service, determine the available conscription resources, the degree of fitness for military service, establish their educational level, speciality or profession, physical fitness level, and personal qualities.
