Whether the “Reserve” application is taken into account when crossing the border: explanation of the State Border Guard Service

When crossing the border by men with military obligations, border guards do not use the “Reserve” application, but check a paper military ID with the relevant marks and data on the person in the databases of the State Border Guard Service of Ukraine (SBGS) and the Ministry of Defence of Ukraine.
This was announced by the spokesman for the State Border Guard Service, Colonel Andriy Demchenko, during a national telethon, "Komersant Ukrainian" reports
Since 18 May, in accordance with the amendments to the law on mobilisation training and mobilisation, the State Border Guard Service has been checking, among other documents in accordance with the rules for crossing the state border, the presence of a military registration document with the relevant marks.
“We check this document for people booked for the period of martial law, for people who, according to the conclusion of the military medical commission, are declared unfit for military service with the exception of military registration for health reasons. The State Border Guard Service also checks the availability of a military registration document for persons who have three or more dependent children under the age of 18, who are raising a child on their own or are raising a child under the age of 18 and have a spouse who is performing military service in one of the types of military service. As well as other categories defined in Article 23 of the Law of Ukraine on mobilisation preparation and mobilisation, which defines the deferral,”
– said Demchenko.
According to him, at the moment, the SBGSU does not check or demand military registration documents from other categories of people who are specified in the rules for crossing the border in separate paragraphs.
“In particular, this applies to people with disabilities, people accompanying people with disabilities or children with disabilities. This also applies to people transporting humanitarian aid or drivers engaged in international transport of goods and passengers. It also applies to railway workers, maritime and aviation workers,” he explained,

Demchenko emphasised that the State Border Guard Service is currently checking a paper military registration document.
“Reserve Plus is not an electronic military registration document. It is actually more of an information resource. If any document is recognised in electronic form and the conditions are spelled out, how it should look, what kind of force it has, then the border guards will accept this document. But at the moment, I would like to emphasise once again, only a paper military registration document with appropriate marks, which should indicate a deferral or exclusion from military registration,”
– he said.
The SBGS spokesman also said that no changes have been made to Government Resolution No. 57, which regulates the rules for crossing the state border by Ukrainian citizens.
“No changes have been made to the border crossing rules at the moment. Therefore, we should expect that the government may make changes in the near future and the rules will change slightly. We will definitely mention this if it happens,” he added,

He also noted that since March 2024, the State Border Guard Service and the Ministry of Defence have established information interaction at the database level.
It should be noted that the updated law on mobilisation came into force on 18 May. All men aged 18-60 must update their registration details within 60 days – until 16 July inclusive.
The Ministry of Defence launched the mobile application “Reserve” for persons liable for military service, conscripts and reservists on 18 May, after the updated law on mobilisation came into force.
According to preliminary data, starting from 19 June, the Reserve mobile app will generate a QR code that can be used when crossing the state border.
