Will payments to displaced persons increase and how is the state preparing for winter: the Ministry of Social Policy has revealed details

Against the backdrop of rising prices, prolonged war, and the approach of another winter, internally displaced persons expect clear decisions from the state regarding social support. Payments for IDPs remain unchanged, but the government promises to expand targeted assistance and introduce new support mechanisms in winter. Will payments be revised, how does the state plan to get through the heating season, and what should those who have lost their documents or homes do?

The Ministry of Social Policy provided answers to these questions in response to an information request from the publication "Komersant Ukrainian".

The government does not plan to automatically increase monthly assistance for internally displaced persons, but is expanding the targeted support system, particularly ahead of the heating season. This is stated in the response of the Ministry of Social Policy, Family, and Unity of Ukraine to an information request from the publication "Komersant Ukrainian".

Increase in payments to IDPs: the government’s position

The Ministry of Social Policy emphasized that the amount of basic assistance for IDPs currently remains unchanged and is determined by Cabinet of Ministers Resolution No. 332. The amount of payments is as follows:

  • UAH 3,000 for children and persons with disabilities;
  • UAH 2,000 for other persons.

The payment is granted for six months and for each family member included in the Unified Database of IDPs.

At the same time, the ministry explicitly states that increasing the amount of payments without additional funding is impossible.

“Increasing the amount of payments will lead to an additional burden on the expenditure side of the state budget, which must be supported by its financial capacity,” Kirienko emphasized.

Financing of assistance: what is included in the budget

The state allocates significant funds for IDP payments, but without an increase in 2026.

“The state budget of Ukraine for 2025 provides for 39.6 billion hryvnia for the payment of assistance to individuals. In 2026, the volume of expenditures is planned at the 2025 level,” the Ministry of Social Policy reported.

The ministry assures that evacuation, change of residence, or loss of documents are not grounds for termination of payments.

“Social payments are assigned and made at the place of actual residence or stay of the person, regardless of registration,” said Tetiana Kyrienko.

In case of loss of documents, citizens can undergo the procedure of identity verification or document restoration through social protection authorities, the Pension Fund, or the State Migration Service.

How the state supports IDPs in winter

Separately, the Ministry of Social Policy responded to calls for assistance during the 2025-2026 heating season. The ministry reminded that from October 1, 2025, additional support was introduced for households in areas of active and possible hostilities.

“Additional support is provided for the payment of electricity at a rate of 100 kWh per person, but not more than 300 kWh per family,” said the deputy minister.

The following also applies:

  • one-time assistance for solid fuel;
  • compensation for alternative energy sources;
  • subsidies for housing and communal services.

Additional programs: from “baby packages” to municipal nannies

The Ministry of Social Policy reminded that assistance to IDPs is not limited to monthly payments.

“Providing assistance is only one way of support and does not exclude the possibility of receiving several types of assistance at the same time,” the deputy minister emphasized.

Among the available programs are:

  • “baby package” or cash compensation;
  • municipal nanny service (up to UAH 8,000 in 2025);
  • basic social assistance for low-income families;
  • subsidies and benefits;
  • support for internally displaced persons with mortgage loans.

Also, starting in January 2025, there will be a state program offering subsidies for renting housing.

“The amount of the subsidy is determined individually, taking into account income, household composition, and regional rental prices,” explained Kirienko.

The subsidy covers rental costs that exceed 20% of the IDP family’s total income.

Pension reform: what the Ministry of Social Policy is planning

The response also mentions pension system reform.

“The Ministry of Social Policy is developing a draft law on reforming the solidarity system of compulsory state pension insurance,” said Tetiana Kirienko.

The goal of the reform is to eliminate disparities between pensions awarded in different years and to ensure fairer payments, particularly in conditions of martial law. Thus, the Ministry of Social Policy is not announcing an increase in basic payments to IDPs, but is focusing on targeted assistance, subsidies, and seasonal support. The key focus is on maintaining the stability of payments even in frontline regions and the gradual transformation of the social and pension system in wartime.
