Ministry of Justice official receives record salary in civil service – more than half a million hryvnias a month

The head of the State Enforcement Service Department of the Ministry of Justice of Ukraine, Maksym Kyselyov, has been receiving a salary of more than half a million hryvnias a month since the beginning of this year. This is known from his declarations and annexes to them on changes in his financial situation, "Komersant Ukrainian" reports

Thus, in 2023, Kiselyov earned UAH 5 million 137 thousand 129, which means that he earned more than UAH 428 thousand per month. This was already the best salary in the civil service we know.

Since the new year of 2024, Kiselyov’s salary has exceeded half a million hryvnias a month. In January, he earned UAH 557,435, in February – UAH 651,827, in March – UAH 650,164, and in April – UAH 526,951. It is clear that the official has confidently reached a salary of at least half a million hryvnias.

Kiselyov’s average salary in 2024 is currently UAH 596,594.25.

At the same time, Kiselyov reports in separate declarations about his assistance to the Armed Forces, for which he gives from one third to one half of his salary. For example, on 28 February, Kiselyov donated UAH 268,821 “for the needs of the Armed Forces of Ukraine”.

In addition, the official and his wife own 5 apartments, 2 houses, 4 land plots, other premises, 4 cars, a collection of jewellery, etc. Together with his wife, Kiselyov has more than $112,000, 120,000 euros, up to UAH 200,000 and cryptocurrencies worth almost UAH 24 million.

Maksym Kyselyov became the head of the State Enforcement Service Department of the Ministry of Justice of Ukraine in November 2019. The media reported that in 2023, he filed a report on the theft of $647,000 worth of cryptocurrency, and also has an “operational ticket” that allows him to violate traffic rules while driving, and cover plates on his car.
