The competition for the position of Ukrhydroenergo CEO has been launched: what you need to know

The Supervisory Board of Ukrhydroenergo has announced the start of the official selection process for the position of CEO. The competition is part of the government’s plan to renew the management of state-owned energy companies and increase their efficiency. This was reported by the Ministry of Economy, Environment and Agriculture of Ukraine, "Komersant Ukrainian" reports

The process is carried out in accordance with Government Order No. 1258, which provides for the reform of corporate governance in the fuel and energy sector. Its goal is to ensure maximum transparency, improve operational sustainability and strengthen control in a strategically important industry.

What is Ukrhydroenergo and why is the competition important?

Ukrhydroenergo is the largest hydroelectric generating company in Ukraine and a critical energy infrastructure facility. The company plays a key role in balancing the United Energy System of Ukraine.

The company provides:

  • balancing the power system of Ukraine;
  • shunting generation;
  • system and ancillary services;
  • stability of the energy sector in times of war and missile attacks.

That is why the choice of a new CEO is strategic – the restoration and modernization of hydroelectric power plants, the company’s financial stability, and the future development of the Ukrainian energy sector will depend on his decisions.

What are the requirements for the candidate?

Requirements for a potential candidate:

  • deep understanding of complex technical systems, the power grid and the electricity market
  • strong financial and investment competence (CAPEX, debt burden, interaction with IFIs)
  • experience working in conditions of high uncertainty, crises and/or war;
  • practical experience in building a strong institution – a professional board, mature functions, transparent processes and a modern corporate culture;
  • uncompromising integrity, willingness to work in the interests of the state, shareholders and society.

What will the new CEO be responsible for?

The future CEO of Ukrhydroenergo will be responsible for

  • maintaining the uninterrupted and safe operation of hydroelectric power plants during military threats;
  • large-scale projects to rebuild and modernize hydropower facilities;
  • financial stability of the company and cooperation with IFIs;
  • development of energy storage, balancing services, trading, and digital services;
  • formulation of a long-term strategy for post-war development;
  • development of a new generation of engineers and managers.

To ensure a professional, independent and competitive selection process, the Supervisory Board has engaged Korn Ferry, an international consulting company, as an advisor to search and evaluate candidates.

Shortlisted candidates will be invited to an extended assessment, which will include, in particular

  1. Presentation of the company’s strategic development vision
  • presentation of their own vision of Ukrhydroenergo’s role in the Ukrainian power system during the war and post-war recovery
  • proposals on key priorities for modernization, investment, risk management, digital transformation and human capital development;
  • understanding of the balance between commercial goals, public obligations and strategic security of the state.
  1. Mandatory polygraph examination
    Given the strategic importance of the company for Ukraine’s energy security, candidates must be prepared to undergo a polygraph examination to identify risks associated with
  • possible cooperation with foreign intelligence agencies and/or activities in the interests of the aggressor state of the Russian Federation;
  • corrupt motives, conflicts of interest, dependence on third parties whose interests contradict the goals and interests of the company and the state;
  • other circumstances that may pose a threat to national security, long-term stability of the company and shareholder confidence.

  • undermine the trust of the shareholder, the Government of Ukraine, international partners and society;
  • pose threats to the company’s long-term sustainability, implementation of investment programs and cooperation with IFIs;
  • call into question the candidate’s personal integrity, independence of judgment and ability to act solely in the interests of Ukrhydroenergo and the state.

All procedures will be carried out in compliance with the requirements of Ukrainian legislation, as well as corporate governance and compliance standards adopted for strategic state-owned enterprises.
